| المستخلص: | إن تقليص الاعتماد المفرط على القطاعات الريعية (المحروقات) وخلق قطاعات اقتصادية أخرى بديلة قادرة على المنافسة وتتوفر في منتجاتها شروط الميزة التنافسية هو بمثابة الهدف الاستراتيجي الأول للدول التي تعاني من تغول القطاع الواحد (سيطرة القطاع الواحد) الذي تعرف به العديد من الاقتصاديات النامية ومنها ليبيا والجزائر. من هنا جاء التساؤل الرئيسي لهذا البحث الذي يقول، هل نجحت ليبيا خلال العقود الماضية (الطفرة النفطية) في خلق قاعدة اقتصادية متينة مبنية على أسس التنويع الاقتصادي؟ وما هي الفرص والإمكانيات المتاحة؟ وما مدى استغلالها الاستغلال الأمثل خلال العقود الماضية؟ نتعرف على ذلك من خلال دراسة الفرص والإمكانيات التاريخية والجيواستراتيجية للاقتصاد الليبي في التنويع الاقتصادي، وما هي الخصائص القطاعية للاقتصاد الليبي وما مدى إمكانية التنويع الاقتصادي خلال العقود الماضية والمستقبلية؟ ونختم بمجموعة من النتائج والتوصيات. The reduction of excessive reliance on renter sectors (fuel) and the creation of other alternative economic sectors that are able to compete and meet the products’ competitive quality requirements are the first strategic objective for countries that suffer from the predominance of one sector (the control of a single sector), which is the case of many developing economies including Libya and Algeria. From here, come the main questions of this research: Did Libya succeeds over the past decades (with the oil boom) in the creation of a solid economic base built on the foundations of economic diversification? What are the available opportunities and possibilities? To v/hat extent, did it have the optimal utilization of these available opportunities over the past decades? We will learn about all this through the study of the historical and geostrategic opportunities and potentials of the Libyan economy, both in economic diversification matters, the sectoral characteristics of this economy and the possibility of economic diversification in the past and future decades. The research concludes with a set of findings and recommendations |
