| المستخلص: | تأتي هذه الدراسة لتعالج مقاربة أنسنة التنمية في حماية الحق في البيئة، بالنظر إلى دورها المحوري في تحقيق النمو الاقتصادي. وهذا من خلال توسيع وتحديث مفهوم التنمية المستدامة ليشمل ضرورة التمتع بجميع حقوق الإنسان، وهي بذلك تضع الناس في مركز اهتمامها. وطالما أن البيئة هي الوعاء الذي يمارس فيه الإنسان جميع حقوقه الأساس ـــ وأهمها الحق في الحياة الذي هو مصدر كل الحقوق، إذ يستوجب هواء نظيفا، ماء نظيفا وأرضا جيدة ــــ فإن مقاربة التنمية القائمة على منهج حقوق الإنسان بالضرورة تؤكد الحماية للحق في البيئة. وسيتم التركيز في هذه الورقة على البعد البيئي في التنمية ومفهوم الاستدامة، وإستراتيجية التمكين من حقوق الإنسان لحماية الحق في البيئة، لنصل إلى التنمية الإنسانية المستدامة كنموذج لتحقيق الأمن البيئي الضامن للحق في البيئة. This study comes to dealing with humnised approach to sustainable development in the protection of the right to the environment, given its central role in achieving economic growth .this is through the expansion and modernization of the concept ofsustainable development to include the need for the enjoyment of all human rights, and thus put people at the center of their attention. As long as the environment is the container in which the rights exercise all their basic rights, notably the right to life, which is the source of all rights,Which requires clean air, clean water and good land, the development based on human rights approach necessarily approach that emphasizes protection of the right to the environment. The emphasis in this paper on the environmental dimension of development and the concept of sustainability, and a strategy of empowerment of human rights and the right to protect the environment, to get to sustainable human development as a model for achieving environmental security guarantor of the right to the environment |
