| المستخلص: | لقد بلغ التقدم التكنولوجي وتزايد التكنولوجيا الاتصال والإعلام الآن درجة كبيرة من التطور، والذي ساهم في التسريع في وتيرة العولمة و ذلك في شكل تبادلات تجارية وحركة رؤوس الأموال وتنقل الأفراد والأشخاص، وانتقال القناعات والثقافات .\nولقد كان لهذا التطور أثر واضح على التعليم العالي، لاسيما في الدول النامية و التي هي بحاجة ماسة إلى تنويع مؤسسات التعليم و تكييف برامجه بما يتماشى مع تنوع احتياجات الطلبة و متطلبات السوق الوطنية.\nفعصرنا عصر العلم والثورات العلمية، وسر التفوق ومفتاح النجاح يكمن في العلم والابتكار، وتعزيز القدرة التنافسية والتسلح بثقافة الإبداع والتطوير، والأداء الجماعي، وإتاحة الفرصة للتعلم أمام العاملين في الجامعة من أجل تنمية المعلومات واستخدام تكنولوجيا متطورة،لأن الوضع العام للتعليم العالي أصبح يتميز بمعضلات كبيرة وعصيبة نظرا للمتغيرات والابتكارات التكنولوجية المتسارعة التي أثرت على عملية التعليم والتعلم بمختلف الأطوار التعليمية، وبالخصوص التعليم العالي الذي أصبح يواجه حتمية الانخراط في العالم الرقمي -الافتراضي-. \nلهذا أصبح "التميز"هو حجر الزاوية في كل الجامعات، و السعي نحو الحصول على الجودة، اكتسب طابعا ملحا في الآونة الأخيرة، هذا من جهة وزيادة قدرات ومهارات التعلم من جهة أخرى وبالتالي التنوع في البدائل العلمية والتعليمية مع الأخذ بعين الاعتبار الفروق الفردية المادية (الجسمية) والمعنوية(النفسية) وكذا العملية في هذه القضية Technological progress and Information and Communication Technology have now reached a high level of development, which has contributed to accelerating the pace of globalization in the form of trade exchanges, capital movements, the movement of individuals and persons and the transfer of convictions and cultures.\n\nThis development has a significant impact on higher education, especially in developing countries, which are in dire need of diverse educational institutions and adjusting its programs in line with the diversity of students' needs and national market requirements.\nThe era of science and scientific revolutions, the secret of excellence and the key to success lies in science and innovation, the promotion of competitiveness and having the culture of creativity and development, and collective performance, and providing the opportunity of learning to the university employees for the development of information and the use of advanced technology, because the general situation of higher education is characterized by great and difficult dilemmas due to the rapid technological changes and innovations that have affected the process of teaching and learning at various educational levels, especially at the level of higher education, which can never escape the virtual - digital world.\n\nTherefore, "excellence" has become the corner stone of all universities. The effort towards the pursuit of quality has recently acquired a great influence on one hand, which has enhanced abilities and skills of learning and on the other hand as well as it has yielded the diversity in scientific and educational alternatives taking the individual, material (physical), moral (psychological) as well as practical differences into account in this case. \nThis abstract translated by Dar AlMandumah Inc. 2018 |
