| المستخلص: | إن الموارد البشرية في ظل التطورات الحاصلة على كل الأصعدة الاقتصادية والاجتماعية صارت أساسا لوجودها، وهي أهم القوى أثرا في تنمية الدول والمجتمعات في كل المجالات على اختلاف أنواعها اقتصاديا واجتماعيا وثقافيا ورياضيا...الخ. وانطلاقا من الدور الذي تلعبه هذه الموارد البشرية في تحقيق تلك التنمية فقد أولت أغلب أو كل الدول اهتماما خاصا بتطوير اليد العاملة وذلك في مراحل مختلفة تبدأ أحيانا حتى قبل بناء أو الدخول للمنشأة أو الإدارة، كما يتم صقل المهارات لتلك الموارد أو القوى العاملة - كما يسميها البعض - من خلال برامج التعليم بكل مراحله، وكذلك بالتكوين والتدريب المهنيين. كما يجب أن تحظى هذه الموارد البشرية بالاهتمام الواسع من خلال السياسات التي تنتهجها إدارة المنشآت الرياضية على وجه التحديد فيما يتعلق بالاستثمار البشري، وذلك بما يتناسب مع التحديات المختلفة التي تواجهها المؤسسات كالتقدم التكنولوجي والسعي إلى استغلاله على وجه أمثل في الإدارة الرياضية بشكل عام لأجل ضمان الاستقرار بالدرجة الأولى والاستمرارية بالدرجة الثانية، والتطور والازدهار بالدرجة الثالثة، وهذا ما ترمي إليه وتسعى إلى تحقيقه كل إدارة رياضية. من هذا المنطلق أصبحت الموارد البشرية والاستثمار فيها والتركيز عليها في الآونة الأخيرة تمثل أهم وأسرع مجالات التنمية الإدارية تطورا، حيث تقوم سياسة الاستثمار البشري داخل المنشأة الرياضية على أهم الخطوات لتطوير المهارات وتنمية القدرات لهذا المورد الاستراتيجي ومساعدته على مواجهة التحديات الناجمة عن التقدم التكنولوجي وغيره من التطورات الحاصلة على بيئة العمل ومسايرتها والاستفادة منها لتتمكن من الازدهار ومساعدة الرياضة على التطور، على اعتبار الإدارة إحدى المكونات الأساسية والعوامل الاستراتيجية لنجاح وانتشار وتقدم المجال الرياضي على وجه العموم. Human Resources are regarded as the basis for economic and social activity and they have a great impact on the counties and societies’ development in different domains, such as economy, society, culture and sport. Based on the role that human resources play in the achievement of such development, counties in general gave a great importance to the development of the Manpower in different processes. This may begin even before the starting of a specific institution or administration, brushing up the skills to these resources is also done and this was through education’s programs with all its steps besides to the professional training which is also needed. Human resources must be given a great interest by the policies that the institutions of sport deal with in relation to human investment (since the nature of this study is about the scope of sport), and this should be done in accordance with the different challenges that the institutions face such as the technological development. To guarantee the stability, continuity, development and prosperity, it is needed to exploit such technological development in the management of sport in a proper way and this is what each management of sport is seeking to achieve in comparison with the other managements. In recent years, investment in human resources becomes one of the most developed scopes of managerial development. The policy of the human investment within the institution of sport does the main processes to develop the skills and the abilities of this strategic resource and to help it to face the challenges that are considered as the result of the technological development. Besides to this, getting benefit also from and catching up with other developments in different domains, that have good environment of work to achieve prosperity, and thus; helping the development of sport since management is considered as one of the main components and strategic factors for the success, the spread and the development of the scope of sport in general. |
