| 520 | |b Sudan adopted a decentralized system during the military regime (1969-1985), but the National salvation government implemented a federal system from 1994 to2005. According to CPA 2005, decentralization is tailored to solve the fiscal and financial relations problems and to distribute powers equitably between the various levels of government vertically and horizontally. The CPA agreed that popular consultation is a democratic right and mechanism to ascertain the views of the people of Southern Kordofan and Blue Nile states. The paper argues that poor implementation of decentralization in Sudan is one of the important reasons of conflicts spread in the two previous states. Although popular consultation should have contributed to peace and stability in the two states, and eased tensions with the central government, the political struggle between NCP and SPLM-N has impeded the process. The reason is that central Government used coercive power against SPLM-N in the two states after secession of the South, leading to expansion of the conflict and war. The current conflict and war in Southern Kordofan and Blue Nile states has reached a degree of heightened complexity. | ||
