| 520 | |b This research problem is well represented in lack of commitment of government units to applying the responsibility accounting in a sound manner based on its specific principles and methods. The research, thus,aimed to know the basis and fundamentals on which the responsibility accounting is based, on one hand, andto verify the extent to which the responsibility accounting is used to evaluate the quality of government units’ performance on the other hand. The research further has reached a number of research findings, the most significant of which are the following: The successful implementation of the total quality requires some radical changes in concepts and culture as well as the method in which the organization is functioning. The research concluded with a set of recommendations, including the following: The research fully recommended the establishment of a unit or a section the function of which is to pay a particular attention to develop the performance of quality within the structures of the Sudanese government units, and to submit reports on a regular basis to the senior management. | ||
| 520 | |a تمثلت مشكلة البحث في عدم تطبيق الوحدات الحكومية لمحاسبة المسؤولية وفق اسسها وأساليبها الصحيحة .وهدف البحث الي معرفة الأسس والمقومات التي تقوم عليها محاسبة المسؤولية وتحديد مدى استخدامها في تقويم جودة أداء الوحدات الحكومية ،وتوصل البحث الي عدد من النتائج منها: ضرورة استحداث إدارة أو قسم بالوحدات الحكومية السودانية تهتم بتطوير أداء الجودة ضمن هياكلها ورفع تقارير دورية للإدارة العليا وأوصى البحث بعدد من التوصيات منها:خلق هيكل تنظيمي واضح ومفهوم بالوحدة تحدد فيه كل الأنشطة والإدارات والأهداف على أسس علمية تمكن من تحديد وتوضيح السلطات والصلاحيات والمسئوليات المترتبة عليها وربطها بالمستويات الإدارية المختلفة . | ||
