| 520 | |f The Algerian society inherited an economy suffering from all the manifestations and characteristics of different economies, such as the absence of the foundations of a modern and sophisticated industry and the private sector's control of light industry, which was suffering from the absence of a complete and clear plan, and was dominated by businessmen with interests in the outside world. The economic institution in Algeria, especially the public, has suffered for a long time from many shortcomings, the most significant of which is the weakness of profitability despite the protection and financial support provided to it by the State. With the weak results obtained from the pursuit of fiscal cleansing policies, which were based mainly on a purely accounting approach, it became necessary to undertake radical reforms by abandoning the way of running the economy based on the central planning system and gradually moving towards a market economy. In order to understand the reality of this situation, in this chapter we have briefly addressed the most important stages which Algerian institutions have passed through, in addition to addressing the most important tariffs, conditions and obstacles for the transition to the market economy. | 520 | |a ورث المجتمع الجزائري اقتصادا يشكو من كل مظاهر ومواصفات الاقتصاديات المختلفة مثل غياب أسس صناعة حديثة ومتطورة وسيطرة القطاع الخاص على الصناعة الخفيفة التي كانت تشكو من فقدان خطة كاملة وواضحة حيث سيطر عليها رجال أعمال لهم مصالح مع العالم الخارجي. وقد عانت المؤسسة الاقتصادية في الجزائر وخاصة العمومية منها لفترة طويلة من نواقص عديدة أهمها صعف المردودية رغم الحماية والدعم المالي المقدم اليها من طرف الدولة. ومع ضعف النتائج المتحصل عليها من جراء اتباع سياسات التطهير المالي التي ارتكزت أساسا على مقاربة محاسبية بحتة بات من الضروري القيام بإصلاحات جذرية وذلك بالتخلي عن أسلوب تسيير الاقتصاد القائم على نظام التخطيط المركزي والتحول تدريجيا نحو اقتصاد السوق. من أجل فهم حقيقة هذا الوضع فقد تطرقنا في هذا الفصل الي أهم المراحل التي مرت بها المؤسسات الجزائرية بشكل مختصر إضافة الي ادراج أهم التعريفات والشروط والعوائق للانتقال الي اقتصاد السوق وأخيرا تعرضنا الى التقنيات التسييرية الاستراتيجية التي يجب على المؤسسة الجزائرية استعمالها في اقتصاد السوق. | ||
