| المستخلص: | The tourism sector, a sector many tangles with the rest of the other sectors of the economy, this indicates the possibility of tourism in generating employment opportunities outweigh the tourism sector extended to other economic sectors, industrial, agricultural and service the financial and as a sector or increased tourist activity, will lead to increased employment opportunities directly and is directly in the economic sectors of the country, and the importance of research to clarify the data and the dimensions of the tourism sector in the city of Erbil during Madh2007-2015 because this sector is very important and supports the province's economy, especially in reducing the phenomenon of unemployment and on this basis there is a need to examine the role of the tourism sector in generating jobs work for the city of Erbil, and the results indicated that tourism enterprises operating in the city of Erbil was able to hire (32333) factor in Erbil during Madh2007-2015, but most of the foreign workforce and by more than 60% of the workforce in the tourism sector workforce. The research found a number of recommendations that emphasize the need for the exploitation of natural and human resources to increase tourism enterprises in the province of Kurdistan, especially in the province of Erbil, by stimulating investors, whether Domestic or foreign, as well as closing the door to foreign expats and the non-renewal of the establishment of the employment in the region, with skilled workers in the tourism sector exception. يعد القطاع السياحي قطاعا ذو علاقة متداخلة مع بقية القطاعات الاقتصادية الأخرى، وهذا يدل على إمكانية السياحة في توفير فرص عمل تفوق نطاق القطاع السياحي ذاته ليشمل القطاعات الاقتصادية الأخرى كالقطاع الصناعي، الزراعي، الخدمي، المالي، مما يؤدي إلى زيادة فرص العمل بطرق مباشرة وغير مباشرة في القطاعات الاقتصادية للبلد، وتأتي أهمية البحث لأجل توضيح معطيات وأبعاد القطاع السياحي في مدينة اربيل خلال المدة 2007- 2015 لأن هذا القطاع في غاية الأهمية وتدعم اقتصاد الإقليم وخاصة في تقليل ظاهرة البطالة وعلى هذا الأساس تبرز الحاجة إلى دراسة دور القطاع السياحي في توفير فرص العمل لمدينة اربيل، وقد أشارت النتائج بان المؤسسات السياحية العاملة في مدينة اربيل تمكن من توظيف (32333) عاملاً في اربيل خلال المدة 2007- 2015، ولكن معظمها من القوى العاملة الأجنبية وبنسبة أكثر من (60%) من القوى العاملة في القطاع السياحي. وتوصل البحث إلى عدد من التوصيات التي تؤكد ضرورة استغلال الموارد الطبيعية والبشرية لزيادة المؤسسات السياحية في إقليم كوردستان وبخاصة في محافظة اربيل، من خلال تحفيز المستثمرين سواء كانوا محليين أو أجانب، فضلا عن إغلاق الباب أمام العمالة الأجنبية الوافدة، وعدم تجديد إقامة العمالة الموجودة في الإقليم، مع استثناء العمالة الأجنبية الماهرة في القطاع السياحي. |
