| المستخلص: | تسيير البلدية موضوع في غاية الأهمية والتعقيد في آن واحد ونعتقد أن نجاحه يعتمد على تحديد نظرة واضحة في التعامل معه على أساس تطبيق القيم الحضارية الأصلية، مع الأخذ بعين الاعتبار المميزات التكنولوجية، وتحقيق المتطلبات المعيشية المتطورة لكل السكان. لذا انطلقت مداخلتنا هذه من عنصرين أساسين يرتكز حولهما التسيير البلدية وما يهدف إليه هذا الأخير والمعاينة الميدانية للتعامل مع القضايا- خاصة العمرانية منها- للواقع المعاش في بلديتنا. وارتكز مضمون المداخلة على جملة من التساؤلات التي تنبثق من تنضيد (مطابقة ومقارنة) بين هدف تسيير البلدية، كما يراه أهل التخصص من جهة، وتطبيق هذا التسيير في واقع مدننا (أي كيف تسير مدننا) وما يترتب عن ذلك من انعكاسات سلبية أو إيجابية على الحياة اليومية للمواطن من جهة أخرى، لنصل بعد التحليل إلى بعض التوصيات العامة التي قد تفيد المسير في اتخاذ خطوات عامة وفعالة في تسيير الفضاء الحضري، وبالتالي تفعيل تسيير جديد مدعم بقوانين عمرانية، وبمشاركة كل الشركاء.
