| 520 | |a هدف البحث لتقديم دراسة تحليلية عن الاستقلال الذاتي للجامعات السعودية في ضوء بعض الإعلانات والمواثيق الدولية، ولتحقيق ذلك تم استخدام المنهج الوصفي، وعرض البحث واقع الاستقلالية الذاتية للجامعات السعودية في ضوء التشريعات المنظمة، ثم تناول مفهوم الاستقلال الذاتي للجامعات، وجوانبه التي تناولتها الأدبيات، وتشمل الاستقلال الإداري، والاستقلال المالي، والاستقلال الأكاديمي (الحرية الأكاديمية)، ثم تناولت بالعرض والتحليل إعلان الرابطة العالمية للجامعات في مجال استقلال الجامعات والحرية الأكاديمية، وخلصت الدراسة إلى ضعف الاستقلال الذاتي للجامعات السعودية، من خلال تحليل التشريعات التنظيمية وميثاق الرابطة العالمية للجامعات.. وأوصى البحث: \n* إعادة النظر في اللوائح والتشريعات التنظيمية المنظمة للجامعات السعودية لتمكينها من الاستقلال الإداري، والمالي، والأكاديمي الجامعات بتلبية احتياجات مجتمعاتها اقتصاديا واجتماعيا وثقافياً. \n* منح أعضاء المجتمع الأكاديمي بأطيافه حق المشاركة في صنع القرار عن طريق ممثلين منتخبين من قبلهم. \n* التزام أعضاء هيئة التدريس بمتابعة المعرفة وتطويرها عن طريق البحث والمناقشة والتدريس. \nوأوصى البحث بالقيام بأبحاث تتناول الاستقلال الذاتي من وجهة نظر أعضاء هيئة التدريس ورؤساء الجامعات، وأبرز تحديات الاستقلال الذاتي وكيفية التغلب عليها. \n1. إجراء دراسة عن متطلبات الاستقلال الأكاديمي للجامعات وأليات تحقيقها. \n2. إجراء دراسة مقارنة عن الاستقلال الأكاديمي في الجامعات الحكومية والجامعات الخاصة. | ||
| 520 | |f The research aimed to provide an analytical study concerning the autonomy of Saudi universities in light of some international declarations and charters. To accomplish this, the descriptive methodological approach was used. The research presented the reality of the autonomy of Saudi universities in light of the regulatory legislation. It then addressed the concept of university autonomy and aspects which literature addresses, including administrative independence, financial independence and academic independence (academic freedom). It then addressed, through presentation and analysis, the declaration of the World Association of Universities concerning university independence and academic freedom. The study concluded that the autonomy of Saudi universities is weak and that was reached through analysis of the regulatory legislation and the charter of the World Association of Universities. And the research recommended:\n•\tReviewing the codes and regulations governing Saudi universities to enable them to achieve administrative, financial and academic independence by meeting the needs of their societies economically, socially and culturally.\n•\tGranting members of the academic community the right to participate in decision-making through elected representatives.\n•\tThe commitment of faculty members to follow up and develop knowledge through research, discussion and teaching.\n•\tThe research recommended research on autonomy based upon the viewpoints of faculty members and university heads. It also highlighted the challenges related to accomplishing autonomy and how to overcome them:\n1. Conducting a study upon the requirements of academic independence of universities and the mechanisms to realize them.\n2.
