| 520 | |a تقوم الدبلوماسية في عصرنا الحاضر بدور كبير وهامّ في نطاق العلاقات الدولية وتنميتها، ومعالجة كافّة الأمور التي تهتم بمختلف الدول وحتى المنظّمات الدولية. وعن طريقها يمكن التوفيق بين المصالح المتعارضة ووجهات النظر المتباينة، والتوصّل إلى حل كلّ المشكلات وتسوية الخلافات وبسط والتفاهم بين الدول وبوساطتها تستطيع كلّ دولة أن توطد مركزها وتقوي نفوذها في مواجهة الدول الأخرى. وأخيرًا تستطيع إحلال السلم وتجنب الحرب. إضافة إلى ذلك يتمثّل عمل الدبلوماسية بمراقبة مجريات الأمور والحوادث وبحماية مصالح الدولة وبالمفاوضة في كلّ ما يهمها. من هنا يمكن تعريف الدبلوماسية بأنّها فنّ تمثيل الحكومة ومصالح البلاد لدى الحكومات وفي البلاد الأجنبية، والعمل على ألا تنتهك حقوق ومصالح وهيبة الوطن في الخارج، وإدارة الشؤون الدولية وتولي أو متابعة المفاوضات السياسية فالدبلوماسية إذًا علم وفن في ذات الوقت كما يقول في ذلك فوديريه "أنّ الدبلوماسية علم يجب تعلم قواعده، وهي فن يتعيّن الوقوف على أسراره. يعدّ مصطلح مفهوم قطع العلاقات الدبلوماسية من أكثر المصطلحات استعمالاً في القانون الدولي وخصوصًا في العلاقات الدبلوماسية ويعدّ من أكثر المصطلحات المثيرة للجدل في ظلّ الممارسة الدولية لهذا الحقّ الذي يعدّ استثناء بالنسبة لحقّ الدولة في بداية وإنهاء علاقاتها الدبلوماسية. | ||
