| المستخلص: | تناولت هذه الدراسة بإيجاز المرجعية التاريخية وكذلك المرجعية الفلسفية لفكرة الضبط الإداري وكيف تطورت من مرحلة إلى أخرى ، حيث يمكن القول أن الضبط الإداري ذو مجال واسع ويرتبط ويتداخل مع الأخلاق والفلسفة والسياسة والقانون . فقد كان يشملهم جميعا في الدولة القديمة أي في عهد المدينة- الدولة ، لما كان الضبط الإداري مندمجا بوظيفة الحكم .\n وحتى في ظل الإمبراطورية الرومانية فإن الضبط الإداري بقي ملازما لوظيفة الحكم ومندمجا فيها. أما في النظم الإسلامية فقد برزت هناك فكرة الأمر بالمعروف والنهي عن المنكر وذلك بمنع المضايقة في الطرقات وإماطة الأذى عن الطريق وتفقد أحوال المسلمين، والبحث عن أمنهم و إطعام فقرائهم. وفي مطلع القرن الثامن عشر ميلادي بدأ انفراد الضبط الإداري بنظام متميز في الدولة الحديثة ، حيث أصبح يدور حول فكرة قانونية وتنظيمية إدارية بحتة.\n This study briefly examines the historical reference as well as the philosophical reference of the idea of administrative discipline and how it has evolved from one stage to another. It can be said that administrative discipline has a broad scope and intersects with ethics, philosophy, politics and law. They were all part of the scope in the old state, i.e. in Madina (The City) State era, since the administrative discipline was integrated with the function of governance.\nEven under the Roman Empire, administrative discipline remained inherent and integrated into the function of governance. As for the Islamic regimes, there has emerged the idea of Ordering the good and forbidding the evil by preventing harassment on the roads, removing harm from the pathways, checking the conditions of Muslims, seeking their security and feeding their poor. At the beginning of the 18th century AD, administrative discipline began to be singled out by a distinct system in the modern state, where it revolves around a purely legal and organisational idea.\nThis abstract translated by Dar AlMandumah Inc. 2018 |
