| المستخلص: | إن من اهم التحديات التي تواجه الاقتصاديين وصناع القرار عالميا وعلى مستوى القطر بشكل عام وفي محافظة الأنبار بشكل خاص لإعادة تنظيم الاقتصاد وإعادة أعمار ما دمرته الحروب والسياسات الاقتصادية الرئيسة على حد سواء هي الخطوة الأولى أو خطوة البداية. وان هناك تخلف في القطاعات الرئيسة كالقطاع الزراعي والقطاع الصناعي وهناك تدمير في البنية التحتية نتيجة الحرب وما قبلها واختلال في الإنتاج ومعدلات عالية من البطالة وتفاوت كبير في توزيع الدخول والثروات بين الأفراد وانتشار الفقر بين أفراد المجتمع وتردي الحالة المعيشية للسكان والتدهور البيئي، وهذه الأسباب تعتبر من الأسباب الرئيسية لتدهور الوضع الأمني، وفوق ذلك غياب العناصر الرئيسة للسياسات الاقتصادية الكلية المتمثلة بالسياسات المالية والنقدية والتجارية وغيرها نظرا لغياب الدور العامل للحكومة في إدارة النشاط الاقتصادي أو التأثير فيه فضلا عن عدم الثقة بالمستقبل. إن هذه الأوضاع وعدم الاستقرار السياسي والاقتصادي قد أثرت سلبا على تكاليف الاستثمار مما أدى إلى خوف المستثمرين من الاستثمار في المحافظة، لقد أتت الحرب على كل شيء فلم تدمر الحرب البنى التحتية والتي يعني بها رأس المال المجتمع مثل المدارس والمستشفيات والطرق والجسور والسدود والمطارات وإنما دمرت البنى الفوقية والتي يقصد بها التشريعات والأنظمة والقوانين والإطار الأكبر لها هو مؤسسات الدولة التي كانت تحكم عمل البنى التحتية والذي لم تدمره الحرب بشكل مباشر وإنما دمرته أيادي خبيثة جاهلة من خلال عمليات السلب والنهب والحرق والتهريب إلى الخارج. لقد نزحت الثروة بشكل عام التي تحققت عبر عقود عديدة إلى بعض البلدان، قد ذهبت بسبب الحروب. إن عملية الإصلاح وإرجاع رؤوس الأموال يمكن من خلال الاستثمار ولكن بتكاليف غير متوقعة ومرتفعة. وسيتم التطرق اليها في هذا البحث حيث اشتمل هذا البحث ثلاثة مباحث. المبحث الأول تناول مفهوم الاستثمار وأهميته وأنواعه، والمبحث الثاني تناول الأوضاع الأمنية ومسبباتها على العراق بشكل عام وعلى محافظة الأنبار بشكل خاص، أما المبحث الثالث فقد تناول تحليل واقع محافظة الأنبار وأثر الأوضاع الأمنية على تكاليف الاستثمار.
