| المستخلص: | نظام مقترح للرقابة الإدارية على الأندية الرياضية بمحافظة الشرقية " ، وتهدف الدراسة إلى إقتراح نظام للرقابة الإدارية على الأندية الرياضية بمحافظة الشرقية ، وقد إتبع الباحث المنهج الوصفي بالأسلوب المسحي والتحليلى ، وقد إختيرت عينة البحث بطريقة عشوائية من مجتمع البحث ممن لهم صفة رقابية بالأندية الرياضية كـ " روؤساء وأعضاء مجالس الإدارات ، المديرين التنفيذيين ، مديروا النشاط ، المديرين الماليين ، مراقبى الحسابات ، الإداريين ، أعضاء اللجان المختلفة ، أعضاء الجمعية العمومية " بالأندية الرياضية بمحافظة الشرقية ، وأعضاء إدارات (التفتيش المالى والإدارى ، العامة للرياضة ، الشئون القانونية ، الهيئات) بمديرية الشباب والرياضة ، وقد بلغ عدد عينة البحث الكلية عـدد 394 فـرد ، حيث بلغ عدد عينة البحث الاستطلاعية عدد 30 فـرد من مجتمع البحث وخارج عينة البحث الأساسية ، وبلغ عـدد عينة البحث الأساسية عدد 364 فرد ، وقد إستخدم الباحث المقابلة الشخصية والإستبيان كأدوات لجمع البيانات ، وكانت أهم النتائج أن الرقابة تشعر جميع العاملين بأنها ليست لتخويفهم بل هى لمساندتهم ، تعمل الرقابة الإدارية على إكتشاف الأخطاء والتعرف على أسبابها والإبلاغ عنها ومعالجتها ، تحقيق معايير الأداء سيحقق للأندية الرياضية رسالتها و بقاءها واستمرارها ، معايير الأداء واضحة ومفهومة للجميع ، توضع معايير الأداء لقياس الإنجازات التي تحقق وتعبر عن أهداف التنظيم ، يتم إستخدام تقارير الفحص كأحد أدوات الرقابة الإدارية المطبقة على أعمال الأندية الرياضية ، تساعد التقارير على تطوير أساليب العمل وتحسين الأداء ، هناك إهتمام بالرقابة على النواحى المالية فقط بالأندية الرياضية ، أعضاء الجمعية العمومية ليس لديهم الدراية الكافية باللوائح المنظمة للعمل بالأندية الرياضية ، عدم مواكبة الأساليب الرقابية الحالية لتطورات العمل بالأندية الرياضية ، يتم تحديد المسئولين عن الإنحرافات حتى يمكن الحكم على كفاية التنفيذ ومدى النجاح فى وضع الخطط وتنفيذها ، يشارك العاملين فى تصحيح الأخطاء والانحرافات السلبية .
