| المستخلص: | تهدف الدراسة إلي تقييم واقع الرقابة علي الأندية والاتحادات الرياضية بدولة الكويت، وقد استخدم الباحث المنهج الوصفي بالأسلوب المسحي لملائمته لطبيعة الدراسة، تم اختيار عينة الدراسة بالطريقة العشوائية و تمثلت الإدارة العليا في أعضاء مجالس الإدارات في الأندية والاتحادات الرياضية الفردية و الجماعية فيما تمثلت الإدارة الوسطي في مديري الإدارات ومشرفي الأنشطة الرياضية ومديري الاتحادات وتمثلت الإدارة التنفيذية في الموظفين وإداري الفرق ومساعديهم وقد بلغ إجمالي عينة الدراسة ٥٣٦ مفحوص، وقد استخدم الباحث الاستبيان كأداة لجمع البيانات، وقام الباحث باستخدام المعالجات الإحصائية المناسبة لطبيعة الدراسة، وقد توصل الباحث إلي عدم إلمام العاملين بالأندية والاتحادات الرياضية بفلسفة الرقابة، عدم تحديد المعايير الرقابية ولا توجد وسائل موضوعية لقياس مدي تحقيق الأهداف الموضوعة، عدم التنوع في استخدام الوسائل الرقابية حيث تعتمد الرقابة علي السجلات و الوثائق أكثر من اعتمادها علي متابعة تنفيذ الأهداف بصورة موضوعية وتقتصر الرقابة علي النواحي المالية فقط، يوجد قصور في تقويم الرقابة حيث لا يتم وضع المعايير والمقاييس وتقييم الأداء واتخاذ الإجراءات التصحيحية والإدارة لا تستطيع أن تعرف مدي التقدم في أداء أفرادها عن طريق الرقابة، توجد مشكلات تواجه العملية الرقابية وأهم هذه المشكلات هي تضارب الاختصاصات والمسئوليات، عدم وضوح الأهداف، عدم كفاءة القائمين بعملية الرقابة، إهمال عنصر الكفاءة عند تعيين القائمين بعملية الرقابة، الاهتمام بالرقابة علي النواحي المالية دون النواحي الفنية والإدارية. The study aims to assess the reality of control over the clubs and sports federations in Kuwait, the researcher used the descriptive method style screening for suitability to the nature of the study, were selected study sample randomly and consisted of senior management in the members of boards of directors in clubs and sports federations of individual and collective as represented management Central in the department managers and supervisors of sports activities and managers, unions and was the executive management of staff and administrators of teams and their assistants, the total study sample 536 was examined, the researcher used the questionnaire as a tool for data collection, and the researcher using the statistical treatments appropriate to the nature of the study, has the researcher to a lack of knowledge workers clubs and sports federations philosophy of control, not to determine the regulatory standards and there are no means an objective to measure the achievement of the objectives set, lack of diversity in the use of means of control where the dependent control of the records and documents more than reliance on follow-up implementation of the goals in an objective and limited control over the financial aspects only, there are shortcomings in the calendar control which does not develop standards and criteria and evaluation of performance and taking corrective action and management can not know the extent of progress in the performance of their members through censorship, there are problems with the regulatory process and most important of these problems is the conflict of competencies and responsibilities, lack of clarity of objectives, the inefficiency of existing process control, neglect of efficiency when a set based process control, attention control on the financial aspects without the technical and administrative aspects. |
