| المستخلص: | لا يمكن أن يكون هناك شك بأن السياسة العامة مهمة جداً في تشكيل وتكوين حياتنا اليومية، أنها تخدم نظاماً والذي بكونه يتفق على تحقيق أهداف الدولة، هذا النظام يمكن أن يكون مالياً، سياسياً، أو إدارياً. فالسياسة العامة هي عبارة عن مجموعة من القرارات المتداخلة التي تصنعها الحكومة أو آخرين، والتي تشمل اختيار من بين الأهداف وكيفية تحقيقها وذلك من خلال أداء وظيفتها. ومن هنا فإن البحث يحاول الكشف عن العلاقة النظرية بين مفهوم اللامركزية وصنع السياسة العامة من خلال الربط بين الاتجاهات للنظرية والواقع العملي في مصر وكذلك محاولة ملء الفجوة بين الأدبيات بجعل هناك ارتباط بين المفهومين أو بتعبير أدق، فإن البحث استكشاف لكيفية تأثير كل واحد على آخر. There can be no doubt that public policy is very important in shaping our daily life, it serves as a system, which is agreed upon to achieve the objectives of the state; this system may be financial, political, administrative. It is a set of interconnected decisions that are made by the government or others, which include the selection of goals and the ways of achieving these goals within a given position. In order for them to successfully accomplish the specific outcome, those decisions should also be within the limitations and the capacity of the institution. This research represents an attempt to fill the gap in the literature by making a link between the concept of decentralisation, and the concept of public policy making, and the link between the theoretical views and practice reality in Egypt. More precisely, the study will explore how both impacts upon one another. |
