| المستخلص: | إن السلطة التي تتمتع بها الإدارة ليست غاية في ذاتها إنما وسيلة لتحقيق الهدف الأساسي وهو تقديم الخدمة لصالح المجتمع. فإذا انحرفت الإدارة في استعمال هذه السلطة بإصدار قرارات لتحقيق أهداف تتعارض ومصلحة المجتمع فإن قرارها يكون مشوباً بعيب الانحراف في السلطة أو إساءة استخدامها. ويؤثر ذلك سلباً في ظاهرة الفساد الإداري والمالي التي تعيشها المجتمعات المعاصرة والعراق على وجه الخصوص. وقد توصلنا من خلال بحثنا إلى لظاهرة الانحراف باستعمال السلطة صورة متعددة سبق الإشارة إليها وأن أخطر صورة من صور الانحراف بهدف تحقيق نفع سياسي فتأثيره في ظاهرة الفساد يمتد إلى الجوانب الإدارية والمالية وهذه الصورة تعد محركاً لكل حالات الفساد داخل المرفق العام. ونقترح أن يكون اختيار القيادات الإدارية والكادر الوظيفي على أساس الكفاءة وليس المحسوبية والانتماء السياسي والمذهبي لما له من تأثير في ظاهرة الانحراف بالسلطة لتحقيق مصالح إيديولوجية.
