| 520 | |a يمر العالم ومنطقة الشرق الأوسط تحديداً باضطرابات تتسم بالتعقيد والتشابك والغموض، بسبب عوامل عدة، يأتي في مقدمتها تداعيات الحرب العالمية على الإرهاب وما تمخضت عنه ظاهرة ما بات يعرف بــ "الربيع العربي"، من أوضاع سياسية وأمنية معقدة، يضاف إلى ذلك، التطور الهائل في ثورة المعلومات والاتصالات والإعلام الرقمي، هذا بالإضافة إلى تنامي ظاهرة تدخلات القوى الإقليمية وتصفية حساباتها على حساب الأمن الإقليمي.\nلكل العوامل الواردة أعلاه، نجد أن دول المنطقة تحتاج إلى إعادة تفكير جدية في منظومة أمنها القومي، وخاصة فيما يتعلق بعملية التقييم الدقيق لمخاطر الأمن القومي من (التحديات والتهديدات والمخاطر ونقاط الضعف) وعملية استشراف البعد المستقبلي في الأمن القومي للتهيؤ إلى خبايا المستقبل حتى لو اضطرت إلى استخدام تقنيات الخيال الأمني. فالتهديدات التي يمثلها تنظيم متطرف مثل (داعش) وغيره من التنظيمات المتطرفة، تستوجب من دول المنطقة تقييم الحصانة الفكرية والثقافية للمجتمع لمواجهة فكر غير مسبوق بتطرفه ومغالاته، إضافة إلى تطوير مهارات القوات الخاصة لاستيعاب كل الاستراتيجيات والتكتيكات القتالية التي يعتمدها هذا التنظيم، والتي حققت له إنجازات لم يكن يحلم بها.\nمن كل ما تقدم، تبدو عملية تقييم مخاطر الأمن القومي بشكل دوري ضرورة ملحة، لأنها ستقيم من خلالها كل السياسات الأمنية وستفحص جدواها.\nمن هنا انطلقت فكرة الدراسة لإيجاد منهجية علمية جديدة تستوعب كل المخاطر الأمنية التي تحيق بمنطقتنا، منهجية تعطي صورة متكاملة الأبعاد لصناع القرار حول خارطة المخاطر القائمة والمحتملة. وعند تقييم المنهجية الحالية المعتمدة في تقييم مخاطر الأمن لقومي، وجدنا أن هناك منهجية بريطانية تعتمد على مؤشرين فقط، هما: (الاحتمالية لوقوع الخطر) و(مستوى تأثيرات الخطر) وبعد فحص هذين المؤشرين لتقييم المخاطر التي تمر بها دول الشرق الأوسط وجدنا أنها غير كافية ووافية لإعطاء انطباع حقيقي ودقيق عن حقيقة المخاطر الأمنية.\nوهذا ما دفعنا إلى تطوير منهجية علمية من سبعة مؤشرات لتعطي تقييماً دقيقاً يتناسب وطبيعة المخاطر التي نتعايش معها بشكل مباشر، تلك المؤشرات التي حاول الباحث أن يضع بداخلها مؤشرات فرعية للقياس تساعد المتخصصين في الأمن القومي في عملية حساب قيمة الخطر الفعلية.\nهذه باختصار فكرة الدراسة وأهدافها، وإن كنا نرى أن موضوع منهجية تقييم مخاطر الأمن القومي يحتاج إلى برنامج منهجي لتدريب المتخصصين في الأمن القومي بشكل مكثف تجمع فيه النظرية مع التطبيق. | ||
| 520 | |f The world and the Middle East region are undergoing a state of complexity , and ambiguity due to several factors, foremost of which are the repercussions of the global war on terror and the resulting "Arab Spring" of complex political and security situations. The exponential advancement of information, communications, and digital media revolution, in addition to grow the phenomenon of interventions of regional powers and settling their accounts at the expense of regional security.\nFor all of the above factors, the countries of the region need serious rethinking of their national security system, especially with regard to the process of careful assessment of national security risks (challenges, threats, risks and vulnerabilities) and Looking beyond to future dimension in national security to prepare for future caches even if forced to use security fiction techniques. The threats posed by extremist organizations such ISIS and other extremist organizations require the countries of the region to assess the intellectual and cultural immunity of the society in order to confront an unprecedented ideology of extremism and misdeeds, as well as to develop the skills of the special forces to absorb all the strategies and tactics adopted by this organization, that achieved an unprecedented achievements .\n Of all the above, the process of assessing national security risks is an urgent necessity, because it will assess all security policies and examine their feasibility.\nHence the idea of the study to find a new scientific methodology to accommodate all the security risks in our region, a methodology that gives an integrated picture of the decision-makers on the map of existing and potential risk, and when assessing the current adopted methodology used to assess national security risks. We found that a British methodology was based on only two indicators: probability of risks and level of risk effects, as well as after examining these two indicators to assess the risks in the Middle East, we found it insufficient and adequate to give a real and accurate impression of the reality of security risks.\nThis led us to develop a scientific methodology of seven indicators to give a precise assessment commensurate with the nature of the risks that we live with them directly, those indicators that the researcher tried to put within the sub-indicators of measurement that help specialists in the national security in calculating the value of actual risk.\nIn short, this is the idea of the study and its objectives.
