| 520 | |b It is the phenomenon of drug trafficking, possession and abuse of various types and one of the most serious social problems facing the civilized peoples and developing, rich and poor alike, gross and cruel effects that may outweigh the wars and disasters of social, economic and political its toll, that this phenomenon historically extension needed some peoples of the long times , but the developments of political, economic and social transformations that have occurred in communities and international and Arab peoples have reversed raised formats varying political, social and economic systems, has created an imbalance in the balance of value social and family for installation in the world and the Arab world, especially the Iraqi state, which suffered a shock the US occupation and the accompanying Mentgierat Links in political and social life style, especially among the most receptive and influenced by modernity and change and the accompanying many great cons of multiple social segments accompanied by the phenomenon of ethnic conflicts, as well as unemployment, poverty and deprivation, forced migration and the loss of many numbers of heads of households or their migration to look for work, which the family and the individual show young people pressure accumulated, as the stock put the security state and its inability to adjust political boundaries and openness, which facilitated the conditions for the drug trade, which entered with the occupation, and even promoted its means own in order to keep occupancy young people from targeting military forces, the situation which paved the way for the phenomenon of vogue drug trafficking and abuse and the emergence of results multiple as in the phenomenon of organized crime gangs and murder, looting and armed robbery, banditry and lawlessness. It highlights the importance of this phenomenon is being targeted at young players in the country but also in the world and pick them in the development and reconstruction and construction plans and progress. The drug phenomenon very serious problem and several Mnhaalzraah and production, world trade, dealing and possession levels therefore require more study and research of all academic disciplines and not bypassed or ignored as alien to our society, which should make them known and to identify their causes and their effects and ways to prevent them and the fact that the Iraqi state drug-affected and organized transnational crime as part of the international system facing that problem and perhaps Iraq is least affected in that problem, but gravity and its effects at all levels to make it the focus of the study. | ||
| 520 | |a تعد ظاهرة الاتجار بالمخدرات وحيازتها وتعاطيها بأنواعها المختلفة واحدة من أخطر المشاكل الاجتماعية التي تواجه الشعوب المتحضرة منها والنامية، الغنية والفقيرة على حد سواء، لتأثيراتها الجسيمة والقاسية التي قد تفوق الحروب والكوارث بتأثيراتها الاجتماعية والاقتصادية والسياسية، إن لهذه الظاهرة امتدادا تاريخيا لازم بعض الشعوب من أزمنة طويلة، إلا ان التطورات والتحولات السياسية والاقتصادية والاجتماعية التي طرأت على المجتمعات والشعوب العالمية والعربية قد عكست أثارها بصيغ متفاوتة على النظم السياسية والاجتماعية والاقتصادية، وقد أحدثت خللا في التوازنات القيمية للتركيب الاجتماعي والأسري في العالم والوطن العربي وخاصة الدول العراقية التي تعرضت لصدمة الاحتلال الأمريكي وما رافقها من تغييرات سريعة في نمط الحياة السياسية والاجتماعية وخاصة لدى فئة الشباب الأكثر تقبلا وتأثرا للحداثة والتغيير وما رافقه من سلبيات كثيرة وكبيرة لشرائح اجتماعية متعددة رافقتها ظاهرة الصراعات الأثنية فضلا عن البطالة والفقر والحرمان والهجرة القسرية وفقدان أعداد كثيرة من أرباب الأسر أو هجرتهم للبحث عن العمل مما عرض الأسرة والفرد متراكم، كما اسهم وضع الدولة الأمني وعدم قدرتها على ضبط الحدود السياسية وانفتاحها مما سهل الظروف أمام تجارة المخدرات التي دخلت مع الاحتلال، بل وروج لها بوسائله الخاصة بغية إبعاد وإشغال الشباب عن استهداف قواته العسكرية، الحالة التي مهدت لظاهرة رواج تجارة المخدرات وتعاطيها وبروز نتائجها المتعددة كما في ظاهرة الجريمة المنظمة وعصابات القتل والسلب والنهب والسطو المسلح وقطع الطرق والخروج على القانون، تبرز أهمية هذه الظاهرة لكونها تستهدف فئة الشباب الفاعلة في الدولة بل وفي العالم والمعول عليها في خطط التنمية والأعمار والبناء والتقدم، إن ظاهرة المخدرات مشكلة خطيرة جدا وبعدة مستويات منها الزراعة والإنتاج والتجارة العالمية والتعاطي والحيازة لذا تطلب المزيد من الدراسة والبحث من كل الاختصاصات الأكاديمية وعدم تجاوزها أو تجاهلها كونها دخيلة على مجتمعنا، مما توجب التعريف بها وتحديد أسبابها والآثار الناجمة عنها وسبل الوقاية منها ولكون الدولة العراقية تتأثر بالمخدرات والجريمة المنظمة عبر الوطنية كونها جزأ من المنظومة الدولية التي تواجه تلك المشكلة وربما يعد العراق أقل الدول تأثرا بتلك المشكلة ولكن خطورتها وتأثيراتها بكل المستويات جعلها محط اهتمام الدراسة. | ||
