| 520 | |a يعتبر المجلس الشعبي الولائي الجهاز الأساسي في الولاية لكونه يشكل الأسلوب الأمثل للقيادة الجماعية بإعتباره هيئة المداولة على مستوى الولاية.\nمن أجل ذلك خصّه المشرع الجزائري بجملة من النصوص القانونية تعزيزا لتشكيلته المنتخبة من جهة و تحديدا لصلاحياته من جهة ثانية.\nو من خلال هذا العمل سنحاول تسليط الضوء على المراحل التي يمرّ بها عضو المجلس الشعبي الولائي سواء ما تعلق منها بكيفية فوزه بعضوية المجلس أو نهايتها و ما يترتب من الناحية القانونية من إشكالات لاسيما مسألة رئاسة المجلس، أو ما تعلق بتحديد الصلاحيات في ظل تعددها و تنوعها و انقسامها بين صلاحيات الرئيس و صلاحيات المجلس كهيأة متكاملة\n | ||
| 520 | |f Teh (Provincial) State People's Assembly is considered to be representative of teh main organ of teh (Provincial) state coz it represents teh ideal method for collective leadership as a deliberative body at state level.\nTo fulfil that purpose, teh Algerian legislature has specified a host of legal texts to strengtan its elected composition from one angle and to define its mandatory powers from another.\nThrough this work, we will try to shed light upon teh stages which teh member of teh State People's Assembly passes through, whether they relate to how he won teh membership of teh Council or to its end. That is in addition to examining problems that arise from a legal point of view, especially teh issue of teh presidency of teh Council, or wat is related to specifying teh mandatory powers in view of their multiplicity and diversity, and their division between teh powers of teh president and teh powers of teh council, as an integrated body.\nThis abstract translated by Dar AlMandumah Inc 2018. | ||
| 520 | |d L’assemblée populaire de Wilaya est l’organe de base dans la wilaya , il constitué la meilleur façon pour une gestion collective étant donné qu’elle est l’instance délibérante au niveau de Wilaya.\n Pour cela, le législateur a réservé bon nombre de textes juridiques qui vont assister la composition élue d’une part, et d’autre part définir ses prérogatives.\n A travers ce travail nous allons porter l’accent sur le parcoure des membres de l’assemblée populaire de Wilaya et tout ce qui se rapporte à ses élection et la fin de ses mandat .\n Et les différents problèmes juridiques surtout la relation entre l’assemblée et le Wali, et la définition des prérogatives de chaque organe ( président et assemblée ). \n | ||
