| المستخلص: | يشكل التأصيل العلمي لمفهوم للبيئة الاجتماعية في التحليل الإداري أهم المتغيرات التي تحدد السمات العامة لأي نظام إداري ، لذلك فهي تعبر عن كل القوى و المتغيرات الاجتماعية التي تؤثر على نمط بناء و أداء مختلف المنظمات الإدارية. \nو بهذا تعبر البيئة الاجتماعية في أدب الإدارة العامة عن تلك الأنساق البيئية المختلفة و التي تشمل البيئة السياسية و البيئة الاقتصادية و البيئة الاجتماعية و البيئة الثقافية.أو هي تلك السمات الاجتماعية و الثقافية للشخصية الوطنية( نمط القيم الاجتماعية السائدة، مستوى التعليم ،الثقافة).\nو باختصار فإن مصطلح البيئة الاجتماعية يرتبط بتلك العوامل الاجتماعية التي تتشكل من مجموع الثقافات و العادات و التقاليد المتوارثة و التراث و التاريخ ومختلف الأنساق الفرعية لها،كما يتعلق أيضا بمؤشر التعليم من حيث مستوى التعلم العام لدى السكان ، و درجة التقدم و التخصص في النظام التعليمي ، و نسبة الأفراد الذين يملكون قدرا عاليا من التدريب المهني أو المتخصص The scientific rooting of the concept of the social environment in administrative analysis is the most important variable that determines the general characteristics of any administrative system; it therefore expresses all the social forces and variables that affect the pattern of building and performance of the various administrative organizations, thus, the social environment in the literature of the public administration reflects the different environmental patterns, which include the political environment, the economic environment, the social environment and the cultural environment. Or those social and cultural characteristics of the national character (the pattern of prevailing social values, level of education, culture) in short, the term social environment is linked to those social factors that are composed of the total of cultures, customs, inherited traditions, heritage, history and various sub-formats, as well as the education index in terms of the level of public learning in the population, and the degree of progress and specialization in the educational system and the proportion of individuals with a high level of vocational or specialized training.\nThis abstract translated by Dar AlMandumah Inc. 2018 |
