| المستخلص: | Au cours des dernières décennies, plusieurs experts et d'organismes internationaux ont attiré l’attention sur les grands effets qui peut avoir la migration internationale sur le développement, et ont souligné la nécessité de contrôler ce phénomène et de le gérer de telle manière à ce qu’il puisse servir les objectifs de la société et de ses objectifs de développement d'une part, et de préserver la dignité et les droits de l’émigré de l'autre. Mais, en Algerie, cela n’en d’écho important que pendant les dernières années où le discours officiel ayant commencé à s’intéresser a la dignité et aux droits des émigrés, à leurs compétences, à leurs potentiel, ainsi qu’aux coûts de l’émigration, et à ses effets sur les intérêts du pays. \nCe discours a commencé à se concrétiser dans la réalité à travers des actions qui constituent des étapes dans le bon chemin vers l’établissement d’une politique intégrant l'émigration, et les questions y afférant, dans le processus du développement en Algérie. Ce est ce que nous allons essayer de l'analyser et de l'évaluer en identifiant la nature de relation «émigration-développement » dans les pays d'origine, de même que nous proposons d'analyser et d'évaluer de la réalité de la gestion de Cette relation en Algérie, les procédures et les politiques visant à faire de l’émigration un moyen au servir du développement et de l’émigré algérien. Nous donnerons propositions à même de rendre cette politique plus efficace, en se basant sur les expériences internationales et les recommandations des différents rapports concernés par ce sujet. في العقود الأخيرة، نبه الكثير من الخبراء والجهات الدولية إلى التأثيرات الكبيرة التي يمكن أن تحدثها الهجرة الدولية على التنمية، وأكدوا على ضرورة التحكم في ظاهرة الهجرة وتسييرها بما يخدم غايات المجتمع وأهدافه التنموية مـن جهـة، ويحفـظ كرامة وحقوق المهاجر من جهة ثانية. ولم يلق ذلك صدا كبيرا في الجزائر إلا في السنوات الأخيرة أين بدأ الخطاب الرسمي يهتم بكرامة وحقوق المهاجرين، وبكفاءاتهم وإمكاناتهم، وبتكاليف الهجرة وتداعياتها على مصالح الوطن. \nوبدأ هذا الخطاب يأخذ طريقه إلى التطبيق من خلال بعض الإجراءات التي تمثل خطوات في الطريق الصحيح نحو رسم سياسة تدمج الهجرة وقضاياها في مسار التنمية في الجزائر، وهو ما سنحاول تحليله وتقييمه من خلال تحديد طبيعة العلاقة بـين الهجرة والتنمية في دول المصدر، وتحليل وتقييم واقع تسيير هذه العلاقة في الجزائر، وأهم الإجراءات والسياسات الساعية لجعـل الهجرة في خدمة التنمية والمهاجر الجزائري، واقتراح ما يمكن اقتراحه لجعل تلك السياسة أكثر فعالية مستفيدين مـن التجـارب الدولية وتوصيات التقارير المختلفة المعنية بهذا الموضوع. In recent decades, many experts and international agencies have pointed out the great effects that international migration can have on development. They stressed the need to control the phenomenon of migration and manage it in a way that serves the goals and development goals of society, on the one hand, and preserves the dignity and rights of migrants on the other. It was only in recent years that the official discourse began to pay attention to the dignity and rights of migrants, their competence and potential, the costs of migration and its implications for the interests of the nation.\nThis discourse has begun to be implemented through some actions that represent steps in the right direction towards designing a policy that integrates migration and its issues into Algeria's development path. This is what we will try to analyze and evaluate by identifying the nature of the relationship between migration and development in the source countries, analyzing and evaluating the reality of the operation of this relationship in Algeria, and the most important measures and policies that seek to make migration at the service of development and the Algerian immigrant.
