| المستخلص: | The « democratization of humanitarian aid » started up in the seventies and shall end up in a proliferation of humanitarian organizations having sometimes iconoclastic methods. Some people may see in this phenomenon a real r-evolution of humanitarian aid, but others think of a « humanitarian crisis ». This « crisis » is perceptible, in particular through the methods of action of humanitarian aid, as well as its discourse itself. Therefore, how to face more and more recurrent and intricate humanitarian crises? And mainly, how to develop a coherent and credible strategy of humanitarian aid today? Should we come back to the orthodoxy of the humanitarian aid based on discretion and persuasion, or otherwise to reinforce the new strategies centered on dissuasion, even denunciation? La « démocratisation de l'humanitaire » engagée dans les années 1970 va aboutir à une prolifération d'organisations humanitaires aux méthodes parfois iconoclastiques. Si certains voient dans ce phénomène une véritable (r)évolution de l'humanitaire, d'autres parlent d'une « crise de l'humanitaire ». Cette « crise » est perceptible, notamment au travers des méthodes d'action de l'humanitaire ainsi que de son discours même. Aussi, comment faire face aux crises humanitaires de plus en plus récurrentes et complexes ? Et, surtout, comment développer aujourd'hui une stratégie de l'humanitaire qui soit cohérente et crédible ? Faut-il revenir à l'orthodoxie de l'humanitaire, fondée sur la discrétion et la persuasion, ou alors renforcer les stratégies nouvelles axées sur la dissuasion, voire la dénonciation ? |
