| المستخلص: | تناول هذا البحث "أخلاقيات الوظيفة العامة في الإسلام" وقامت الباحثة بعرض عام لأهمية البحث، أن الاهتمام بأخلاق الوظيفة العامة ينطلق من مفهوم قوله تعالى: بسم الله الرحمن الرحيم (ونَزَّلْنَا عَلَيْكَ الكِتَابَ تِبْيَانًا لِّكُلِّ شَيْءٍ وهُدًى ورَحْمَةً وبُشْرَى لِلْمُسْلِمِينَ)، فالقرآن الكريم يبين كل ما يحتاجه الناس في حياتهم، وهذا يدل على ضرورة ربط العمل بمبادئ الإسلام، فكل وظيفة عامة يعمل فيها الموظف المسلم بنية صالحة لبناء مجتمع إسلامي يحرث للآخرة. \ وجاءت السنة النبوية كتطبيق عملي لأخلاقيات الوظيفة العامة، وان الوظيفة لا تقدس صاحبها وإنما ترفعه وتضعه بنيته وقصده فيما بينه وبين الله سبحانه وتعالى. بعد ذلك تطرقت الباحثة إلى الهدف العام حيث أن البحث يهدف إلى معرفة أخلاقيات الوظيفة العامة في الإسلام، وإن المنهج الذي بنته الباحثة هو منهج وصفي تحليلي، ثم تناولت مفهوم ومكانة الأخلاق في الإسلام وأخلاق أهل العلم، بعد ذلك تطرقت إلى الأخلاقيات والقيم وأخلاقيات الوظيفة العامة. \ أما أهم النتائج التي توصل إليها هذا البحث: \ 1.\ أن الأخلاق في نظر الإسلام هي النظام الذي يحدد سلوك الإنسان في الكون بما ينفق وتحقيق رسالته والتي خلق من أجلها، فهو خليفة الله في الأرض وعليه أن يتخلق بصفات الله سعياً نحو كماله الذاتي الإنساني \ 2.\ إن منهج الإسلام ليس في جوهره منهج يدعو إلى فرض إيديولوجية سياسية أو طرح نظرية اقتصادية أو هيمنة استراتيجية عسكرية أو مذهب ونظام فقهي تشريعي، ولكنه قبل ذلك منهج قيمي قائم على الفضائل النبيلة، وهذا هو سر عظمة الدين الإسلامي. \ 3.\ إن الغاية من الالتزام بالأخلاق تحقيق الفضيلة عن طريق معرفة الخير والشر، وتحقيق المثل الأعلى لكمال السلوك وتحقيق أقساط من السعادة في الدنيا والآخرة This research dealt with "the ethics of public office in Islam" and the researcher with an overview of the importance of research, that the interest in public service ethic stems from the concept of meaning: In the name of God the Merciful (to you and sent down the book gives an account of everything, a guidance and mercy for the righteous). The Koran shows what people need in their lives, and this indicates the need to link work to the principles of Islam, any public office where the employee works a Muslim structure suitable for the construction of an Islamic society ere for the Hereafter. \ And the Sunnah of the Prophet came to my work as an application of ethics to public office, and that the function does not sanctify the owner and submit it and put it but its structure and purpose between him and God. Turning then to the overall objective of the researcher as the research aims to know the ethics of public office in Islam, And that the curriculum is built by a researcher and a descriptive analytical approach, and then dealt with the concept and the status of morality and ethics in Islam, scholars, Then touched on the ethics, values and ethics of public office. \ The most important results reached by this research: \ 1.\ That morality in the eyes of Islam is the system that determines the behavior of the human in the universe consistent with achieving the mission and by creating for it, Khalifa is God in the earth and that it is seeking to acquire the attributes of God in pursuit of perfection of human self. \ 2.\ Islam is not the approach that in essence approach calls for the imposition of political ideology or economic theory of hegemony or military strategy or doctrine of legislative and jurisprudential system, But before that my values-based approach to the noble virtues, and this is the secret of the greatness of the Islamic religion. \ 3.\ The purpose of the obligation of virtue ethics investigation by the knowledge of good and evil, and to achieve the ideal of perfection behavior and achieve premium of happiness in this world and the Hereafter |
