| المستخلص: | The article aims at shedding light on the culture of corruption. The article explained the concept and types of corruption, the most important elements that determine the failure or success of the work, the most important reasons for the spread of corruption within the governmental institution, including the deficiency of supervisory bodies, the lack of commitment of officials to the rules and laws that combat corruption. Moreover, the article tackled the role of regulators and civil society in confronting corruption as well as the effects of corruption on the stability of the political, social and economic entity of the society. The article was concluded by clarifying the strategies and methods of dealing with corruption which were represented in providing justice and equality among all employees, focusing on the application of the workers' law seriously, purifying the administrative apparatus of the state from all ignorant and bribee and obliging governmental organizations to restructure their departments. These methods were also represented in developing some mechanisms to detect administrative corruption, adopting advanced technology that can contribute to the elimination of many cases of administrative corruption.\nThis abstract translated by Dar AlMandumah Inc. 2018 هدف المقال إلى إلقاء الضوء على ثقافة الفساد. وأوضح المقال مفهوم وأنواع الفساد. أهم العناصر التي تحدد فشل أو نجاح العمل. أهم أسباب انتشار الفساد داخل المؤسسة الحكومية ومنها قصور أجهزة الرقابة، عدم التزام المسئولين بالتعليمات والقوانين التي تكافح الفساد. دور الجهات الرقابية والمجتمع المدني في مواجهة الفساد. آثار الفساد على استقرار الكيان السياسي والاجتماعي والاقتصادي للمجتمع. واختتم المقال بتوضيح استراتيجيات وطرق مواجهة الفساد وتمثلت في توفير العدالة والمساواة بين كافة الموظفين، التركيز على تطبيق قانون العاملين بكل جدية، تنقية الجهاز الإداري للدولة من كل جاهل ومرتشي، إلزام المنظمات الحكومية بضرورة إعادة هيكلة اداراتها، استحداث آليات الكشف عن الفساد الإداري، اعتماد التكنولوجيا المتطورة التي يمكن أن تساهم في التخلص من الكثير من حالات الفساد الإداري. \nكُتب هذا المستخلص من قِبل دار المنظومة 2018 |
