The descriptive approach was used to clarify what needs to be understood to correct and rectify the course of the real reform of the education through the modification, the improvement and the development and accepting the criticism of the ideas, the policies and the practices. The article also explained the historical and educational roots of the project and the philosophy of the European region of the higher education. It was to facilitate the transfer of the students among European countries, prepare the student professionally and mentally, to facilitate access to the higher quality education systems and how the academy originated, as well as how the Academy was established, the project implementation methodology and the priority elements of the project which were the general academic competencies, the special academic competencies, new approaches to teaching, learning and evaluation and to achieve the quality development in the educational process, as well as adopting a new philosophy of the clock transfer system and the first and second African project and the most important universities participating in it.This abstract translated by Dar AlMandumah Inc. 2018\n |
