| المستخلص: | من اهم أسس بناء دولة المؤسسات هو وجود القانون بمختلف تفرعاته وما يمثله من تحديد للحقوق والواجبات للأفراد، فهو الذي ينظم الحياة السياسية وطرق المشاركة بها. \ ويعتبر موضوع المشاركة السياسية وخصوصا لشريحة الشباب في عالمنا العربي من المواضيع المعاصرة والتي تفتقر بشكل كبير للبحث والدراسة. \ وتتمثل إشكالية البحث بان الشباب في العراق يمثل بين 60 - 65% من مجموع السكان فهم يمثلون عنصرا فاعلا وحاسما في قضايا التنمية، غير أن المهم هنا هو الكيفية التي يتم بها توجيه هذه الطاقة الكبير، وتوظيفها التوظيف الأمثل، والعراق كباقي بلدان المنطقة يعمل ويبحث عن الطرق والإمكانية التي يستطيع من خلالها تطوير العمل السياسي للشباب، وصولا للمشاركة السياسية الفاعلة التي تنقل العملية السياسية إلى حالة النضوج، خصوصا وان العراق ما يزال يمر بمرحلة انتقالية في حالة من التحول من النظام الدكتاتوري إلى النظام الديمقراطي التعددي. \ وقد تناولنا في هذه الدراسة آليات تطوير العمل السياسي للشباب، وذلك من خلال مدخلين يمكن من خلالهما تطوير العمل السياسي للشباب، وهما: \ \ مدخل الأحزاب السياسية والتي تمثل عامة مهما وأساسيا في هذا التطور. \ \ مدخل المؤسسات التشريعية، حيث يمكن إن تساهم في تطور العمل السياسي للشباب بعد توسيع المشاركة بالترشح لعضويتها، لتكون بحق أدالا فاعلة للمساهمة في هذا المجال. Of the most important foundations of building state institutions is presence the law and its various branches, and the law and what it represents to determine the rights and duties of individuals, it is regulating political life and ways to participate. \ The subject of political participation, especially for the youth in the Arab world of modem themes and great lacking for research and study. \ Its problematic research that youth in Iraq is between 60 - 65% of the total population, they represent an active and decisive role in the development issues, so there is how they are directing this great power? And employ them to make optimum use of? And Iraq like the rest of the countries of the region work and looking for ways and potential through which the development political work for youth. Access to participation political actors, that relocate the political process to a state of maturity, especially that Iraq is still passes through a in transition in a state of the transition from a dictatorship to a pluralistic democratic system. \ We discussed in this study mechanisms for the development of political work for Youth, through two gates through which development of political work for youth, namely: \ -\ Political parties, which represent an important and essential factor in this development. \ -\ And the legislative institutions, where it can contribute to the development of political work for young people after expanding participation to candidacy for membership, to be truly effective tool to participate in this area. |
