| 520 | |b \The study examined the issue of fighting corruption which represents an issue of central importance to all countries of the world, whether developing countries or developed ones. Corruption in its various forms is a widespread phenomenon in all countries with varying degrees of seriousness upon the administrative systems and the social, economic and political order of these countries. The phenomenon of corruption is difficult to fight when it becomes an organized crime rooted in all the levels of governments. Accordingly, this paper attempted to examine the principles of transparency and accountability in order to highlight their roles in the fight against corruption and explain the relation between them. The study included three sections. The first defined the study’s terms of corruption, transparency and accountability. The second addressed the role of transparency in the fight against corruption and the third section tackled the role of accountability in the fight against corruption where the researcher used the descriptive approach of data collection and analysis. | ||
| 520 | |a تناولت هذه الدراسة قضية مكافحة الفساد إلي تعد قضية رئيسية ومحورية بالنسبة لجميع دول العالم، سواء كانت دولا نامية أو متقدمة، فالفساد بأشكاله المختلفة ظاهرة منتشرة في جميع الدول، ولكن بدرجات متفاوتة من حيث مدى خطورته على النظام الإداري والاجتماعي والاقتصادي والسياسي القائم. تتمثل مشكلة الدراسة في أن ظاهرة الفساد تصعب محاربتها عندما تصبح جريمة منظمة ومتأصلة في النظام الحاكم بجميع مستوياته لذلك تأتي هذه الورقة محاولة من الباحث لتسليط الضوء على مبدأي (الشفافية والمساءلة) من أجل إبراز دورهما في محاربة الفساد، وتوضيح العلاقة بينهما، كما اشتملت الدراسة على ثلاثة محاور، المحور الأول تناول التعريف بمصطلحات الدراسة (الفساد -الشفافية-المساءلة) المحور الثاني تناول دور الشفافية في محاربة الفساد والمحور الثالث تحدث عن دور المساءلة في محاربة الفساد. وقد استخدم الباحث في هذه الدراسة المنهج الوصفي. | ||
