| المستخلص: | نريد من خلال هذا المقال إظهار التطورات التي يعرفها التعمير بالمجالات الواحية من خلال نموذج وادي دادس في بعدها الحضري ارتباطا بإشكالية التهيئة المجالية، باعتبار أن هذه المجالات حاليا مجالات استقرار بل واستقطاب للسكان والأنشطة. مما يؤثر على فقدان التوازنات البيئية والضغط على الموارد الطبيعية. بمعنى آخر هل هذه الواحة قادرة على استيعاب الضغط العمراني المتزايد في ظل الإمكانيات المتاحة؟ وبصفة أدق الإشكال يتمثل في إيجاد توازن وتوافق بين درجة التعمير المتزايدة بشكل ملحوظ، مع البنيات التحتية بمختلف أصنافها، في مجال يتسم بالهشاشة بالنظر إلى الإمكانيات الطبيعية، الاقتصادية، والاجتماعية المحدودة. This contribution treats the urbanization phenomena of in Dades Oasis in the province of Tinghir, south of Morocco. The recent mutations concern the excessive growth of the studied centers and townships because of the considerable migratory fluxes. In spite of the efforts of the public actors to master these dynamics, the growth has not been framed by sufficient measures of equipment (notably in purification, activities zones and road network, etc.). The strategies of governance and orientation adapted to the local development are lacking. The densification of the habitat has been noted and several deficits of equipment have been recorded. The local elites should therefore develop visions reconciling the needs of the populations and the economic, social and environmental requirements to maintain the balances often fragile in the oases. Cette contribution traite les phénomènes d’urbanisation en milieu oasien en mettant l’accent sur l’oasis du Dadès, dans la province de Tinghir au Sud du Maroc. Les mutations repérées concernent l’accroissement démesuré des centres ruraux et des municipalités étudiées en raison des flux migratoires considérables. Malgré les efforts des pouvoirs publics pour maîtriser ces dynamiques, l’accroissement n’a pas été encadré par des mesures suffisantes d’équipement (notamment en assainissement, voirie, etc.) ou des stratégies adaptées de gouvernance et d’orientation du développement local. Une sur- densification de l’habitat a été notée et des déficits d’équipement ont été enregistrés. Les élites locales sont donc appelées à développer des visions conciliant les besoins des populations et les exigences économiques, sociales et environnementales pour maintenir les équilibres souvent fragiles dans les oasis. |
