| المستخلص: | The phenomenon of financial and administrative corruption is as old as human societies where linked to the existence of political regimes presence. It is not limited to apolitical system without the other’ but very in the level of spread depending on the nature of the political system. This phenomenon highlight in authoritarian regimes and systems that transition from dictatorship to democracy. The financial and administrative corruption become a dangerous phenomenon draw attention as it spread in Iraqi society dramatically. Until it became a lethal weapon that is destroying its economy and infrastructure and loosening moral values. |
