| المستخلص: | تمتلك تكنولوجيا المعلومات والاتصالات عناصر قوة باستطاعتها فرض تغيير في أنماط العمل والإدارة في جميع المجالات ونخص بالذكر هنا الدوائر الحكومية، حيث تقوم برفع كفاءة الأداء وكسب الوقت والمال والجهد. كما توفر الطفرة الإلكترونية الحديثة إمكانية إشراك المواطنين والمجتمع المدني في مناقشة السياسات، من خلال الحوار المباشر، ودعم اتخاذ القرارات، وصياغة السياسات بشكل متفهم أكثر للمواطن واحتياجاته. من هذا المنطلق نشأت فكرة "الحكومة الإلكترونية"، وأخذت بها معظم دول العالم ووصلت في تنفيذها مستويات متقدمة. ولأن الحكومة الإلكترونية أصبحت أمراﹰ لا بد منه سواء للدول المتقدمة أو النامية، كان لزاماﹰ على هذه الدول إتباع استراتيجيات معينة للدخول في مضمار هذه الأخيرة، من هنا تأتي هذه الورقة البحثية لتسلط الضوء على مشاريع الحكومة الإلكترونية بدأ من وضع الاستراتيجية وصولا إلى التنفيذ الرسمي على أرض الواقع، وأهم المراحل التي قد تمر بها هذه المشاريع، بالإضافة إلى التعرف على مشروع الجزائر الحكومة الإلكترونية 2013، وأهم ما جاء به هذا المشروع وإلى ما يرمي.
