| المستخلص: | يهدف هذا البحث إلى فحص مدى تطبيق أنموذج الإدارة الاستراتيجية في وزارة المالية الفلسطينية والتعرف إلى المعوقات التي تحول دون التطبيق الناجح للأنموذج، ولتحقيق هذا الهدف تم –ومن خلال أداة الاستبانة –استهداف فئتين من العاملين هم المديرون العامون والمديرون على اعتبار أن هاتين الفئتين هما القادرتان على تشخيص واقع الإدارة الاستراتيجية في الوزارة، وتشكلت العينة من مجتمع المديرين العاملين والمديرين كافة في المقر الرئيس للوزارة في مدينة رام الله والبالغ عددهم 30 و100 على التوالي. تم استخدام المنهج الوصفي والأسلوب الميداني نظرا لملاءمته لهذا النوع من الدراسات، وتوصلت الدراسة إلى نتيجة رئيسة مفادها أن الوزارة لا تطبق أنموذج الإدارة الاستراتيجية بمنهجه الشمولي المتكامل، وأنه لا يوجد اختلافات في اتجاهات المستجوبين نحو تطبيق أنموذج الإدارة الاستراتيجية ومعوقات تطبيقه تبعا للمتغيرات: المؤهل العلمي، العمر، الأقدمية، والفئة الوظيفية. وأخيرا، أوصت الدراسة بضرورة العمل الدؤوب للتغلب على المعوقات الداخلية والتخفيف من المعوقات الخارجية لممارسة الإدارة الاستراتيجية في مؤسسات السلطة الفلسطينية. The main aim of this research paper is to examine the extent to which the basic model of strategic management is being employed by the Ministry of Finance; and to identify the obstacles that face the proper employment of the model. To achieve this purpose, two classes of directors were targeted: general directors and departmental directors as these are able to assess the real status of strategic management in the ministry. The study sample was a comprehensive survey of the entire population of both classes in the ministry headquarters in Ramallah district, whose number was 30 and 100 respectively. Descriptive research methodology through field survey was used as it suits this kind of research. The paper came up with a main conclusion that the Ministry of Finance doesn't employ the basic model of strategic management in its comprehensive and integrated methodology. \ The study also concluded that there are no significant differences in the sample attitudes towards the employment of the model and the variables that stand as obstacles to the proper employment of the model in relation to variables such as: qualifications, age, experience, and employment classes. At the end, the researcher recommended the necessity to work hard to overcome the internal obstacles and to alleviate the negative effects of the external variables in all PNA organizations. |
