| المستخلص: | ظل الاقتصاد العراقي وعلى المدى الطويل يعيش أزمات خانقة، ويعاني من اخـتلالات هيكليـة حقيقية سواء تعلق ذلك بقطاعاته الحقيقية أو المالية، وكان وراء ذلك جملة مسببات منها ما تعلق بغياب السياسة الاقتصادية غير الحكيمة وعدم ارتباطها على المدى الطويل، فهي تنفصل وتتصـل بحسب الظرف السياسي السائد في البلد، وهذا مخالف لقواعد البناء الاقتصادي الحـديث، عـلاوة على استنزاف موارد البلد في حروب لا طائل منها أن ما تواجهه الحكومة العراقية اليـوم وهـي تحاول انتشال الاقتصاد العراقي من مشاكله ولاسيما في مجال تقديم الخدمات الأساسية للمـواطنين هو العجز والفجوة الاستثمارية والتي يتطلب ملئها من مصادر أخرى سواء من الاستثمار المحلـي (القطاع الخاص) أو من الاستثمار الأجنبي، وكل ذلك يعتمد على تهيئة البيئة الاستثمارية المؤاتيـة الفاعلة والتي تقنع المستثمرين على القدوم إلى الساحة الاستثمارية والا فسوف تستمر الصعوبات والمشاكل وعدم القدرة على رفع مؤشرات التنمية الاقتصادية والاجتماعيـة. ولاسـيما أن العـالم المتعولم اليوم اصبح ساحة واحدة للتنافس على جذب الاستثمارات، يفوز بها من يؤمن ويكسب ثقة المستثمرين.
