| المستخلص: | استهدفت الدراسة تحقيق مقصد رئيسي يتمثل في رسم إطار عام يشخص بدقة بعض الأسس النظرية والمنطلقات الفكرية المهمة التي تمكن المنشغلين بقضايا التنمية والمهتمين بقضايا المشاركة والاندماج الاجتماعي من تحقيق أهدافهم التنموية التمكينية. كما حاولت الدراسة تحليل مختصر للسياسات الاجتماعية ، بقصد الوقوف على مدى فاعليتها في احتواء العناصر المستبعدة من المشاركة ، هذا بالإضافة إلى طرح بعض الميكانيزمات المهمة للاندماج الاجتماعي . وقد سعت الدراسة إلى توظيف التحليل النظري في طرح مجموعة من التوصيات والاستخلاصات التي تحدد الإجراءات التطبيقية في التعامل مع الشرائح والفئات المهمشة ، والتي تستهدف تمكينهم وإعادة إدماجهم في الحياة الاجتماعية. \ \ وتكشف هذه الدراسة عن شقي عملية المشاركة والاندماج الاجتماعي، ومحاولة وضعهم \ معا في نموذج يستوعب كل ما هو اقتصادي وسياسي وثقافي، وذلك من خلال فهم عمليات الاستبعاد الاجتماعي ، وعلاقة ذلك بغياب مفهوم " التنمية الجديد" والذي يقوم على عملية الشراكة بين المواطن والدولة . وتنظر الدراسة إلى الاندماج الاجتماعي باعتباره مركبا يتألف من أبعاد عدة تنطوي على المشاركة في مجالات العمل والإنتاج ، ومن الاستهلاك الحقيقي الذي تتطلع إليه الكثرة ، ومن المشاركة في الاهتمام بالشأن العام والممارسة السياسية ، وأخيرا من كثير من عمليات التفاعل الاجتماعي . ومن هذا المنطلق لا تتوقف الدراسة عند جماعة بعينها، بل تسعى الدراسة إلى عملية الاندماج ذاتها. \ كما تتوقف الدراسة كثيرا عند السياق الاجتماعي ، باعتباره العنصر الفاعل في تشكيل عملية الاندماج الاجتماعي . فالاندماج أو الاستبعاد ليس أمرا شخصيا، ولا راجعا إلى تدني القدرات الفردية فقط، بقدر ما هو حصاد بنية اجتماعية وانعكاس لسياق اجتماعي This study aimed to achieve a major goal manifested in the formation of a general framework to describe some of the theoretical foundations and principles to help yield development of participation and Social Inclusion. In addition, the study provided a brief analysis of social policies, in order to assess the extent of their effectiveness in containing the items excluded from participation, in addition to offering some of the important mechanisms working for Social Inclusion. \ The study sought to take advantage of the theoretical analysis and practical training provided by its part I and II to provide a range of practical scenarios which indicate that the development of procedural steps for positive Social Inclusion. \ The study reveals both the participation process and Social Inclusion, and attempt to put them in a model to accommodate all the economic, political, cultural elements, and by understanding the processes of social exclusion and its relation to the absence of the concept of "new development", which is based on the partnership process between the citizen and the state. \ The study considers Social Inclusion as a complex notion consisting of several dimensions involving the participation in work and production, and real consumption, to pay attention to the public and political practice, and most of the Social Inclusion. In this sense, the study does not focus on a particular group, but rather seeks to study the process of Inclusion itself. \ It also covers the social context, as the active element in the formation process of Social Inclusion. Inclusion or exclusion is neither a personal matter, nor a low individual capacity, as it is the product of social structure and a reflection of the social context \ |
