| المستخلص: | النظام الإقليمي مفهوم شائع في علم السياسة، يدل على شكل معين من الدراسات التي تتناول أحد النظم الفرعية في النظام الدولي، حيث برز هذا المفهوم في أدبيات العلاقات الدولية للتمييز بين الكل والجزء. فهو بذلك وحدة تحليل وسيطة بين الدولة القومية والنظام الدولي. ولقد أرجع كثير من المهتمين بالعلاقات الدولية والقانون الدولي الجذور الفكرية لهذا المفهوم إلى الإقليمية والتكامل، بوصفهما ركيزتين رئيسيتين للنظام الإقليمي، بيد أنهم اختلفوا حول تحديد المعايير التي يمكن من خلالها تعريف النظم الإقليمية، ومستويات تحليلها، والعناصر المميزة لها، كما اختلفوا أيضا في تحديد العلاقة بين النظام الدولي والنظم الإقليمية من حيث درجة التأثير والتأثر، والتدخل والاستقلالية. \ كل تلك الإشكاليات والاختلافات، سوف تقوم هذه الدراسة بتحليلها وإيضاحها وتفسيرها؛ وصولا إلى المعايير والعناصر المحددة لتعريف النظام الإقليمي ومستويات تحليل تلك النظم، وتحديد العلاقة بين النظام الدولي والنظم الإقليمية. فمعالجة مفهوم النظام الإقليمي يستدعي تسليط الضوء على تاريخ نشأة هذا المفهوم وتطوراته، وما ارتبط به من مصطلحات ومفاهيم أخرى، والمدارس الفكرية التي تناولته، ولفهم طبيعة وأبعاد مفهوم النظام الإقليمي، لابد من فهم مفهوم النظام بشكله العام، وشرح ماهية مفهوم النظام الدولي وخصائصه وتعريفاته؛ لأن النظم الإقليمية لا تعمل من فراغ، وهي تظل متأثرة بما يجري في البيئة الأشمل ألا وهي النظام الدولي، وما يسود هذا النظام من اتجاهات وتوازنات قوى بين وحداته، وما يطرح فيه من قضايا تؤثر بدورها على حركة التفاعلات في النظم الإقليمية المتعددة من جهة، وما بين هذه النظم والنظام الدولي نفسه من جهة أخرى \ Regional system is a common concept in the field of Political Sciences. It is used to refer to a sphere of studies that takes interest in a sub-system of the international order. This concept has emerged in the international relations literature in order to distinguish between the part and the whole. Therefore, it is an intermediate unit of analysis between the national state and the international order. \ Many specialists in international relations and law have referred the main ideas of this concept to regionalism and integration which are considered as pivotal to the regional systems. However, they disagreed upon the criteria defining the regional systems, their levels of analysis, and the elements of characterization. They also differ on how to point out the relationship between the international order and the regional systems in terms of reciprocal impact, intervention, and interdependency. \ This monograph attempts to explain these differences so as to maintain the criteria and the presrcibed elements for defining the regional system and its level of analysis, and the relationship between the international order and the regional systems. \ Dealing with the concept of regional system entails shedding lights on the origins of the concept, its progress, other realted terms, and its idedological schools. \ Understanding the nature and the limits of the rejional system concept depends on understanding the system concetp in its general from and explaining the concept of the international order in its particular context and feflnition. \ Regional systems don’t operate in vacuum. They remain affected by the international order and the dominant factors that involve orientation and balance of forces among its units \ |
