| المستخلص: | يعتبر اقتصاد المعرفة فرعاً جديداً من فروع العلوم الاقتصادية، ظهر في الآونة الأخيرة، ويقوم أساساً علي الثورة الاتصالية غير المسبوقة، والتي تتجاوز في حجمها ونوعيتها وآثارها ما سبق أن أنجزته البشرية من اختراعات وإبداعات وابتكارات طوال تاريخها. \ فالتوظيف المتزايد لتقنيات الإعلام والاتصال والمعلومات في مجمل الأنشطة أصبح سمة تميز عالمنا اليوم، كما يقوم علي فهم جديد أكثر عمقاً لدور المعرفة ورأس المال البشري في تطور الاقتصاد وتقدم المجتمع. \ فضلاً عن كونه مولداً فعلياً للثروة، فقد باتت المعلومات مورداً أساسياً من الموارد الاقتصادية له خصوصيته، بل إنها المورد الاستراتيجي الجديد في الحياة الاقتصادية، المكمل للموارد الطبيعية، وتسعي تلك الدراسة لإبراز الجانب الإيجابي للاقتصاد المعرفي علي تنمية وتطوير الموارد البشرية التي تمثل العنصر الإيجابي في العملية الإنتاجية، مبتعدة عن الإشارة إلي ما قد يكون للتطور التكنولوجي من اثر سلبي علي الموارد البشرية كالمساهمة في تزايد معدلات البطالة مع حلول الآلة التكنولوجية محل اليد البشرية العاملة. \ Knowledge economy is a new branch of the branches of economic science, appeared in recent times, based mainly on the communications revolution is unprecedented, exceeding in size and quality and its implications for what has already been done by human inventions, creations and innovations throughout its history. \ Government employment increased information and communication technologies and information in the overall activities has become a feature of our world today. Also based on a new understanding of the role of more in-depth knowledge and human capital in economic development and progress of society. As well as being actually a generator of wealth, has become an essential resource of information of economic resources is a special, but the new strategic resource in the economic life, supplementing the natural resources. \ Aims of the study to highlight the positive side of the economy of knowledge on development and human resource development, which represents the positive element in the production process, moving away from referring to what may be the technological development of a negative impact on human resources such as helping to increasing rates of unemployment with solutions to machine technology replace the human hand force. \ |
