| المستخلص: | تحاول الورقة استخدام منهج "الاقتصاد السياسي" في تحليل الأسباب والدوافع الاقتصادية التي يعتقد أنها مهدت الطريق أمام التحولات السياسية الكبرى، التي شهدتها دول "الربيع العربي" بدءاً من عام 2011، وذلك في إطار تقييم الأداء الإنمائي والتنموي في تلك الدول خلال العقدين الأخيرين. وقد أوضحت الورقة أن سياسات "توافق واشنطن" التي اتبعتها معظم دول المنطقة في الفترة الماضية لم تنجح في تحقيق نمو اقتصادي مستدام، ولم تؤد إلى تحول هيكلي يخلق فرص عمل منتجة للأعداد المتزايدة من الشباب والداخلين الجدد لسوق العمل. ليس ذلك فحسب، بل إن انتشار الفساد وغياب العدالة في توزيع الفرص بشكل عام وليس في توزيع الدخول فقط، قد أدى إلى تعالي الأصوات المطالبة بضرورة "إسقاط وتغيير النظام". وقد حاولت الورقة أيضا رسم الملامح الأساسية للنظام الاقتصادي الجديد، الذي سينبثق عن "الربيع العربي"، وذلك في ضوء ما أفرزته التجارب العملية والمراجعات الفكرية الواسعة لسياسات توافق واشنطن، التي يقوم بها حالياً ليس منتقدي هذه السياسات فحسب، بل والقائمين عليها أيضاً. خلصت الورقة إلى أن الإجراءات الوقائية التي اتخذتها العديد من الحكومات العربية خلال العام الماضي، قد لا تفلح كثيراً في تدارك المشاكل الهيكلية التي تعاني منها السياسات الاقتصادية، بل والنموذج التنموي ذاته الذي اتبعته هذه الدول خلال العقود الماضية. After the spread of corruption, lack of justice and general unequal opportunities not just in the distribution of income, massive calls have been boosted to “drop and change the regime”, hi this Paper we use the “Political Economy'’ approach in attempt to explore the economic causes and determinants that accelerated the great political transformations, witnessed by the “Arab Spring” states since 2011. In this context, the study aims to assess the performance of these countries in achieving growth and development during the last two decades. The paper pointed out that the policies of “Washington consensus” pursued by most countries in the region in the past did not succeed in achieving sustainable economic growth, neither realizing the structural transformation that would create productive jobs for the growing numbers of youth, as well the new entrants to the labor market. The paper also tried to draw up the basic features of the upcoming economic system, that will emerge from the “Arab Spring” in light of the practical experiences and wide intellectual reviews of the Washington consensus policies, raised by not only criticizers. but also by those who applied it. too. The paper concluded that the precautionary measures undertaken by many Arab governments over the past year, may not be effective enough in resolving the structural problems afflicted by the economic policies, or even, the development model accomplished by these countries during the past decades |
