| المستخلص: | This research addresses the problem of migration of academics and scientists from Iraq, the problem that intersect with the interests of the state , people .and constitute a derogation and a violation of human rights. \ And concluded that the concept of academics and scientists who have affected Iraq by their migration are the owners of brains, and concentrated on three reasons mainly lead to brain drain which are: political . Economic and social reasons. \ All the above resulted in effects that works both ways: limited positive trend associated with the type of migration, for temporary migration only has positive results like scientific education, expertise and transfer of financial funds, while the negative effects are multiple, but most notably the loss a state suffers by the lose of those minds, and the low level of scientific research, and relying on foreign countries' experiences. \ |
