| المستخلص: | المدينة هي بيئة حضرية تتألف من مناطق عديدة وتضم وظائف متنوعة مهمة هي (تجارية، سكنية، ثقافية، صحية، ترفيهية) تقوم بتأديتها مجموعة من المؤسسات وان عدد هذه الوظائف ومقياس كل منها يختلف من مدينة إلى أخرى، إن المؤسسات أعلاه عليها مسؤوليات ومن بينها إيجاد الخدمات الملائمة التي تحكمها قوانين معينة ومن هذه القوانين التي تستند عليها تلك المؤسسات قانون إدارة البلديات المرقم 165 لسنة 1964 وغيرها العديد من تلك القوانين وان هذه القوانين قد يختلف تطبيقها من مدينة إلى أخرى ومن منطقة إلى أخرى وقد تكون السبب الرئيسي في اختلال مستوى أداء وتقديم الخدمات للمدينة مما ينتج مشاكل تؤثر على البيئة الحضرية للمدينة .وان الناظر إلى البيئة الفيزيائية للمدينة نجد إن وظائفها تؤدي ضمن قوانين ضرورية من الواجب الاهتمام والاستناد عليها للتخفيف من المشاكل وبالتالي محاولة القضاء عليها وبما يضمن استغلال الإمكانيات المتاحة وبالطريقة التي توجد أفضل الظروف المعيشية لسكان المدينة. The city is in fact an environment urban which is consist of so many places and it is included variant functions (trade, education, residential, health,.. etc), these functions are directed by a group of government establishments and the number of these functions and their measures each can be differed from one city to other. These government establishments have responsibilities upon which is to fund the right laws that give the suitable services, which is limited to Certain Regulations upon these Regulation in which the government \ although the laws are differed in their applicability from one city to establishment based on is the municipalities Law no. 165 year 1964 and many others From these Laws regulates application may be differ from city to another and free, Region to Region, which may be it is the main Reason in the performance of city services From point of view the functions under study give understanding to the relationship called the opened site and closed site which gives also a map to functions / government establishments in a given city, from above short vie one can understand the basic necessary rules that must be taking into account to decrease the problems and that may cause to use the proper ways to offer real and ideal living conditions. |
