| المستخلص: | اكتسب مصطلح التنمیة المستدامة اهتماما عالمیا بعد تقریر ( مستقبلنا المشترك ) ، الذي أعدته اللجنة العالمیة للبیئة والتنمیة في عام ١٩٨٧ ، إذ تم فیه صیاغة أول تعریف للتنمیة المستدامة بوصفها ( تلك التنمیة التي تلبي حاجات الجیل الحاضر دون المساومة على قدرة الأجیال المقبلة في تلبیة حاجاتهم ) یحاول البحث أن یستقصي أبعاد المفهوم من خلال رؤیة تاریخیة للتنمیة وصولا إلى تحقیق عناصر الاستدامة ، التي تبقي للأجیال القادمة فرص التواصل والتمتع بانجازات الأجیال الحالیة ، ثم ینتقل البحث نحو فرص التمكین التي تحققها ( تنمیة بشریة مستدامة وسیلتها وهدفها الإنسان) ، في حین انشغل المحور الأخیر بقضایا التنمیة البشریة في العراق وفقا لرؤیة ( الواقع والمأمول ) . \ إن تبني العراق لمشروع تنموي بشري مستدام یتطلب تغییرا منهجیا لمسار التنمیة ، لتأكید العدید من القضایا المعاصرة وفقا لمبدأ ( الإنسان : الوسیلة والهدف ) ، ونقطة التحول تلك لابد أن تبدأ من اعتناق فلسفة اقتصادیة تراعي خصوصیة التجربة العراقیة ، تعززها جهود تشریعیة أكثر حرصا على انفتاح التجربة على العالم الخارج ، ویسبق ذلك جهودا سیاسیة برؤیة إستراتیجیة قادرة على تحقیق مطلب الأمن بأنواعه المتعددة ، والتعاطي العلمي والحضاري مع القضایا الاجتماعیة والبیئیة والتكنولوجیة . \ the term sustaiable development Acquired interest in global after the report (Our Common Future), prepared by the World Commission on Enviroment and Development in 1987, as was the drafting of the first definition of sustaiable development as (those development that meets the needs of the present generation without compromising the ability of future generatiosn to meet their needs) \ Trying to research that explores the dimesions of the concept through a historical perspective of the development all the way to achieve the elements of sustaiability, which keep for the next generation networking opportuinties and enjoy the achievements of the current generation, the moves on research towards opportuinties of empowerment achieved by the (sustaiable human development and the means or its rights), while the busy hub recent issues of human . \ developmet in Iraq, according to the vision (actually and hoped).
