| المستخلص: | تهدف الدراسة إلى تحليل دور الخدمات البلدية العامة في التنمية الاقتصادية المحلية في محافظة نينوي للفترة 2003 – 2010 ومحاولة تشخيص مكامن القصور لرفع الأداء للسنوات اللاحقة. وتفترض أن الآليات التقليدية السائدة لنظام العمل في القطاع العام لم تزل المسبب للكثير من أوجه القصور، فضلا عن سلبيات إدارة الحكم المحلى مثل الفساد والروتين والتلاعب بالمال العام والهدر وتدني الحس العام بالمسؤولية والمراقبة والمحاسبة. \ \ استخدمت الدراسة بيانات استبيان مسحي شامل للمرافق الخدمية العامة لمحافظة نينوي ووقفت التحليلات عند منعطفات جوهرية في مسار العمل المؤسسي وتدني كفاءة الخدمات العامة وتأثيرها سلبا في الاقتصاد المحلي، مقترحة عدة منافذ للمعالجات الفورية الملحة والتصحيح للأجل القريب. \ This paper aimstoanalyse the role ofthe publicmunicipal servicesinlocal economic developmentof Nineveh Governorate,for 2003-20 lOandsought to identifythe points offailure, to raise theperformance of thesubsequent years. It isassumed that thetraditional mechanismsofthe prevailingsystemof workin the public sectorstillcausea lot ofshortcomings, as well as negative aspects oflocal governancesuch as corruption,red tape,manipulation ofpublic money, waste, lowsenseof responsibility andpubliccontrol and accountability. \ Usingaquestionnairesurvey data,onthe comprehensivepublic servicesand facilitiesin Nineveh,analysis has stoodat fundamentaltuming pointson the lowefficiency of public servicesand their impactnegatively onthe local economy.
