المستخلص:This research paper presents its definition of the civil society as a group of social, voluntary, non-inheritance and non-governmental organizations that shapes the intertwined fabric of relationships that exchanges interests, utilities, rights and duties which all should be practised in a framework of parallel and understanding and the democratic administration of diversity and difference. This paper focuses on the role of civil society organizations in disseminating values of partnership, cultural development and activate popular independent initiatives through an agenda of national priorities that emanate from the economic and cultural necessities of the people and be able to confront the Westernized culture and not be entangled in pursuing an agenda set by foreign donor circles. The priorities of such agenda can be disseminated via printed & electronic Media. Within the framework of Media discourse & its role in shaping the awareness of societal issues and civil society’s culture, the paper points out the existence of two patterns of media map of interests. The first pattern deals with biased, seasonal interest of Media in presenting the government’s, investors and Donors point of view. While the second pattern advocates to a comprehensive vision & a critical approach in dealing with civil society and devotes a great deal of effort to discredit all forms of Media misinformation that the supporters of the first pattern present. It was noted that non-governmental organizations (NGOs) in the Arab World revolve around the orbit of traditional Media which restricts its efforts to publishing newsletters and statements and using terms and ideas circulated in governmental media. This paper asserts the importance of creating alternative media patterns that reflect the essence of the civil society’s cultural role and satisfy the communicational & epistemological needs of the audience.
