| المستخلص: | لما كانت برامج الإصلاح الاقتصادي التي تبنتها مصر، والتي يصنعها صندوق النقد الدولي ويسعى لتعزيزها، تشتمل على سياسات تحرير للاقتصاد مثل: سياسة تحرير التجارة الخارجية، وتحرير أسعار الصرف، وكذلك تحرير أسعار الفائدة، وتحرير الأجور والأسعار المحلية ... الخ. لهذا فقد سعت برامج الإصلاح الاقتصادي في مصر لعلاج الاختلالات الهيكلية في أسعار السلع والخدمات بحيث تعكس التكلفة الحقيقية لها، وذلك من خلال تحرير هذه الأسعار، وكذلك أسعار مستلزمات الإنتاج، وتخفيض الدعم الممنوح لها من الخزانة العامة للدولة باعتباره أحد البنود المؤثرة على عجز الموازنة وما يرتبط به من مديونية محلية. لذا فقد تزايد الحديث منذ بداية تطبيق مصر لبرنامجها للإصلاح الاقتصادي بضرورة إلغاء الدعم، بصفة عامة ـ والموجه لأسعار الطاقة، بوجه خاص ـ والذي يقدره البعض بمبلغ يتجاوز 52 مليار جنيه سنويا ( )، والذي يشكل عبئا شديدا على الموازنة العامة للدولة. \ والباحث إذ يركز الضوء هنا على تأثير برنامج الإصلاح الاقتصادي على أسعار الطاقة، لأهميتها الخاصة في تحديد مستوى معيشة المواطنين ـ خاصة محدودي الدخل منهم الذين يعيرهم البحث اهتماما خاصا ـ في إطار هدف إعادة توزيع الدخل ـ هذا بالإضافة إلى كون الطاقة تمثل سلعة تهم المستهلك النهائي وعنصر إنتاج هام لا تستطيع الأنشطة المختلفة في الاقتصاد القومي الاستغناء عنه. ولتأثيرها القوي بالتالي على المستوى العام للأسعار. \ Since the economic reform programs adopted by Egypt, which are made by the International Monetary Fund and seeks.to strengthen it, include the liberalization policies of the economy such as: the policy of liberalization of foreign trade, liberalization of exchange rates, as well as interest rate liberalization, liberalization of wages and domestic prices ... etc..
