| المستخلص: | هدفت الدراسة الحالية إلى الاستفادة من خبرة فنلندا في إدارة هيئات العلوم والتكنولوجيا والابتكار بمصر، من خلال تحليل ملامح الوضعية الراهنة لخبرة فنلندا، واستخدمت الدراسة المنهج الوصفي، وتوصلت الدراسة إلى مجموعة من المقترحات، من أهمها: أن يكون للهيئة إجراءات واضحة وعلنية فيما يتعلق بتطوير السياسة العلمية للدولة، وتطوير الموارد البشرية من العلماء، وإعداد مقترحات وخطط بشأنها للحكومة، وضرورة مشاركة الهيئة بدور محوري في وضع الخطط الاستراتيجية القومية المعنية بالعلوم والتكنولوجيا والابتكار الحالية والمستقبلية، مثل المشاركة في إجراء تعديلات في رؤية مصر ۲۰۳۰ وما يتعلق منها بالعلوم والتكنولوجيا والابتكار، والمشاركة في إجراء تعديلات على الاستراتيجية القومية للعلوم والتكنولوجيا والابتكار ۲۰۳۰، وأن تقوم الهيئة بإصدار خطة استراتيجية لكافة أعمالها، وبما يتفق مع تحقيق أهداف وغايات الاستراتيجيات القومية في مجال العلوم والتكنولوجيا والابتكار، ويجب إعداد خطط العمل السنوية وبرامج العمل الأسبوعية والشهرية لانعقاد جلسات مجلس الهيئة، ونشرها على وسائل التواصل الإلكترونية ومشاركتها مع المجتمع العلمي، بما يضمن تحقيق الاستفادة القصوى من هذه الخطط، بحيث تغطي خطط وبرامج العمل أنشطة البحث والتطوير والابتكار العاجلة، وآليات تطوير سياسات البحث والتطوير الحكومية. The current study aimed to benefit from Finland's experience in managing science, technology and innovation Organizations in Egypt, by analyzing the features of the current situation of Finland's experience. The study used the descriptive approach, and the study reached a set of proposals, the most important of which are: The Authority shall have clear and public procedures with regard to the development of the scientific policy of the State, the development of human resources of scientists, and the preparation of proposals and plans in this regard for the Government. And the need for the authority to play a pivotal role in developing national strategic plans for current and future science, technology and innovation, such as participating in making amendments to Egypt’s Vision 2030 and related to science, technology and innovation, and participating in making amendments to the national strategy for science, technology and innovation 2030. And for the authority to issue a plan A strategy for all its activities, in line with achieving the goals and objectives of national strategies in the field of science, technology and innovation. Annual work plans and weekly and monthly work programs for the Council’s sessions must be prepared, published on electronic means of communication and shared with the scientific community, in a way that ensures maximum benefit from these plans, so that work plans and programs cover urgent research, development and innovation activities, and mechanisms for developing government research and development policies. |
