| المستخلص: | تهدف هذه الدراسة لتقييم واقع مجال الصحة والسلامة المهنية الضعيف في اليمن الذي أدى إلى انتشار وتفشي الكثير من الظواهر المدمرة كالإصابات والأمراض والحوادث والكوارث والأوبئة والتلوث وانخفاض جودة المنتجات وانعدام الرضا الوظيفي وارتفاع الخسائر وضعف جدوى الاستثمار والصراعات القانونية والاختصاصية وتردي خدمات الرعاية الصحية والاجتماعية وغيرها الكثير والتي ترتبط بضعف تطبيق متطلبات الصحة والسلامة المهنية والتي التمسها الباحث من خلال عمله كمدرب واستشاري في أغلب الجهات والهيئات الحكومية المرتبطة بجوانب السلامة، وذلك من خلال تشخيص أهم العوامل الرئيسية المرتبطة بهذا المجال وتحليل أسباب ضعفها مرورا بعملية تشخيص مواضع الضعف ومسبباتها والوصول إلى النتائج والاستنتاجات الناتجة على هذا التحليل المعمق وانتهاء بوضع التوصيات التي تهدف إلى معالجة هذا القصور الحاد في تطبيق متطلبات الصحة والسلامة المهنية في اليمن وسبل تعزيزه و تطويره بشكل استراتيجي. ونتج عن هذه الدراسة أن اليمن تعاني ضعفاً حاداً ومعيباً في كل العوامل والجوانب وبما ينذر باستمرار وحتى بتفاقم وقوع تلك الحوادث المدمرة والتي تشكل خطرا على المستوى القومي وستلقي بظلالها سلبا على المستوى الإقليمي وربما العالمي. This study aims to assess the reality of the weak occupational health and safety field in Yemen, which has led to the spread and proliferation of many destructive phenomena such as injuries, diseases, accidents, disasters, epidemics, pollution, low product quality, lack of job satisfaction, increased losses, weak investment feasibility, legal and professional conflicts, and deterioration of health and social care services, etc., which are linked to the weak implementation of occupational health and safety requirements, which the researcher found through his work as a trainer and consultant in most government agencies and bodies related to safety aspects. This is done by diagnosing the most important factors associated with this field and analyzing the reasons for their weakness, passing through the process of diagnosing weaknesses and their causes, reaching the results and conclusions resulting from this in-depth analysis, and ending with the formulation of recommendations aimed at addressing this acute deficiency in the implementation of occupational health and safety requirements in Yemen and ways to enhance and develop it strategically. The study found that Yemen suffers from a severe and flawed weakness in all factors and aspects, which threatens the continued and even the exacerbation of the occurrence of those destructive accidents, which pose a danger at the national level and will cast their negative shadows at the regional and perhaps global levels. |
