| المستخلص: | الهدف من الدراسة البحث في طبيعة ودلالات العلاقات الصينية المغاربية والفرص التي تتيحها والتحديات الممكنة التي تواجهها من خلال عرض طبيعة الدعم السياسي المتبادل والمنفعة المشتركة. وأهم النتائج المتوصل إليها: أن تصريف السياسة الخارجية لدول المغرب العربي يتم في الإطار الثنائي للعلاقات أو في إطار آليات العلاقة الإقليمية العربية والأفريقية بسبب حالة الجمود الذي تميز اتحاد المغرب العربي، وهو عكس ما يحدث لمجلس التعاون الخليجي الذي تجمعه آلية تعاون خليجية وهي منتدى الحوار الصيني الخليجي، فضلا عن منتدى الحوار الصيني العربي. ما يؤشر إلى أن الخلافات بين الدول المغاربية تعمل على تعطيل آلية مغاربية للتعاون والتفاوض المشترك، وقد كان للتفاوض الثنائي سابقة في التعامل مع الشراكة الأوروبية، الأمر الذي يجعل القوى الكبرى تنفرد بدول المغرب العربي حالة بحالة. النتيجة الثانية تؤشر إلى أن التحول الصيني من الأيديولوجيا إلى الاقتصاد والتكنولوجيا، لا يعني غياب دلالات وخلفيات سياسية لمفهومه حول المنفعة المشتركة، فلطالما كان الاقتصاد الأداة التي تجعل الآخر يستمع إليك وبالتالي يخفي المدلول الصيني للمصلحة الوطنية. This study aims to investigate the nature and connotations of China-Arab Maghreb relations and the opportunities and potential challenges they face, by presenting the nature of mutual political support and common benefits. The most important findings of the study are: The foreign policy of the Arab Maghreb States is conducted in the bilateral framework of relations or within the framework of the mechanisms of the Arab and African regional relations because of the deadlock in the Arab Maghreb Union which is not the case in the Gulf Cooperation Council, that is brought together by a Cooperation Mechanism, which is the Forum for the Sino-Gulf Dialogue. As well as the Sino-Arab dialogue forum. That indicates that the disagreements between the Maghreb countries are disrupting the creation of a Maghreb's mechanism for joint cooperation and negotiation. Thus, bilateral negotiations had a past experience in dealing with the European partnership, making the great Powers take hold of the Maghreb States case by case. The second finding suggests that the Chinese shift from politics and ideology to economics and technology does not mean the absence of political connotations and backgrounds of the Chinese concept of mutual benefit, since the economy has always been an instrument that makes the other listen to you and thus hides the Chinese meaning of its national interest. |
