| 520 | |a ونتعرف من خلال هذه البحث على مشكلة البحث وتعتبر إدارة رعاية الشباب من الإدارات الأساسية بأي كلية أو معهد لخدمة الطلاب، فهي بمثابة الجهاز الفني الوظيفي المعاون لاتحاد الطلاب الذي يقوم على توفير كافة الخدمات الاجتماعية والثقافية والرياضية والترويحية للطلبة والطالبات بالكلية، ومن هنا تهدف أبعاد الحوكمة إلى تحقيق الشفافية والعدالة ومنح حق مساءلة في أجهزة رعاية الشباب الجامعي، وبالتالي تحقيق الحماية للطلاب، مع مراعاة مصالح الطلاب والحد من استغلال السلطة في غير المصلحة العامة، بما يؤدى إلى تنمية استثمار قدرات الطلاب وتشجيع تدفقه وتنمية مهاراته، كما أن هذه الأبعاد تؤكد على أهمية الالتزام بأحكام القانون، والعمل على ضمان مراجعة الأداء المالي، ووجود هياكل إدارية تمكن من محاسبة الإدارة أمام الطلاب، ومن هنا تهدف الدراسة إلى تحديد مستوى تطبيق الحوكمة بأجهزة رعاية الشباب الجامعي من خلال مجموعة من الأبعاد التي منها (الشفافية، والمساءلة، والعدالة الاجتماعية)، ولتحقيق ذلك قامت الباحثة بتطبيق، المسح الاجتماعي الشامل للمسئولين بالإدارة العامة لرعاية الشباب المركزية بجامعة أسيوط وإدارات رعاية الشباب بكليات ومعاهد جامعة أسيوط وعددهم (۲۲۱) مفردة، من خلال استمارة استبيان (إعداد الباحثة) وتنتمي الدراسة إلى نمط الدراسات الوصفية، وتوصلت إلى إن أبعاد تطبيق الحوكمة بأجهزة رعاية الشباب الجامعي، جاءت مرتبة كما يلى: العدالة الاجتماعية تمثل في ألتزم بالحيادية عند تقديم الخدمات للمستفيدين، وأحترم أراء ورغبات الطلاب دون تمييز، وأبتعد عن الميول الشخصية عند تقديم الخدمات للطلاب، تلاها الشفافية تمثلت في: أتعاون في إمداد المسئولين بالمعلومات اللازمة عن خدماتها وبرامجها، وإعلان تقارير الأداء التي تم تنفيذها العام الماضي والحاضر، وأوفر وثائق واضحة حول البرامج والخطط لخدمات رعاية الشباب، ثم المساءلة تمثلت في: أستمع لآراء الطلاب في كيفية خدمات رعاية الشباب الجامعي، وأرحب بمراجعة الخطط والسياسة من الجهات الرقابية، وتقدم الإدارة تقارير دورية لقياس معدل الأداء، وتقديم مجموعة من الآليات التخطيطية المقترحة لتفعيل إسهامات تطبيق الحوكمة في أجهزة رعاية الشباب الجامعي. |b Through this research, we learn about the research problem. The Youth Welfare Department is considered one of the basic departments in any college or institute to serve students. It serves as the functional technical body that supports the Student Union, which is based on providing all social, cultural, sports, and recreational services for male and female students in the college. Hence, the dimensions of governance aim to Achieving transparency and justice and granting the right to accountability in university youth care agencies, thus achieving protection for students, taking into account the interests of students and limiting the exploitation of power for purposes other than the public interest, which leads to developing the investment of students' abilities and encouraging its flow and developing their skills. These dimensions also emphasize the importance of commitment. In accordance with the provisions of the law, and working to ensure the review of financial performance, and the existence of administrative structures that enable the administration to be held accountable to students. The study aimed to determine the level of application of governance in university youth welfare devices through a set of dimensions, including (transparency, accountability, and social justice), and to achieve this, the researcher applied the comprehensive social survey of officials in the General Administration of Central Youth Welfare at Assiut University and youth welfare departments in faculties and institutes of the University Assiut and their number (221) single, through a questionnaire form (prepared by the researcher) The study belongs to the pattern of descriptive studies, and found that the dimensions of the application of governance in university youth welfare agencies, were arranged as follows: Social justice is represented in I adhere to neutrality when providing services to beneficiaries, and I respect the opinions and desires of students without discrimination, and I stay away from personal tendencies when providing services to students, followed by transparency It consisted in: I cooperate in providing officials with the necessary information about its services and programs, announcing the performance reports that have been implemented last year and present, providing clear documents about programs and plans for youth welfare services, and then accountability represented in: I listen to students' opinions on how university youth welfare services are, and I welcome the review of plans and policies from the regulatory authorities, and the administration provides periodic reports to measure the rate of performance The study also presented a set of proposed planning mechanisms to activate the contributions of the application of governance in university youth welfare agencies. | ||
