| 520 | |a يهدف البحث إلى بيان التوجه الجديد للجزائر في تسيير الإنفاق العام المرتكز على سياسة الترشيد، والذي يعد ضرورة حتمية في ظل سوق نفطية متقلبة الأسعار وسياسة إنفاقيه توسعية يصعب التخلي عنها. وقد خلص البحث إلى أن الجباية النفطية تشكل مصدر التمويل الأساس لنفقات الدولة وأن مستويات الإنفاق العام تتأثر بشكل نسبي بحركة أسعار النفط وهو ما يعرض ميزانيتها العامة لعدم الاستقرار، كما لوحظ أنه على الرغم من مساهمة التدابير المتخذة في تخفيف حدة العجز الموازني إلا أن هناك غياب لاستراتيجية واضحة ومتكاملة قائمة على ترشيد الإنفاق العام في الجزائر. وعليه فقد أوصى البحث بضرورة تبني سياسة اقتصادية جديدة بعيدا عن سياسة الاقتصاد الريعي من خلال العمل على تنويع مصادر تمويل الميزانية العامة للدولة والاعتماد على إيرادات ذات ديمومة واستقراريه، والتوجه نحو الاستغلال الفاعل والعقلاني للموارد المالية وأن يصاحب هذا التوجه العمل على رفع كفاءة الإنفاق العام، تعزيز الشفافية وتفعيل دور الرقابة على النفقات عبر مراجعة المنظومة الرقابية والعمل على تطويرها. |b This research aims to show the new orientation adapted by Algeria in the management of public expenditure based on the rationalization policy, which is considered as a sureness policy under a volatile oil market prices and an expansive expending policy that is difficult to abandon them. At the end of our study, we conclude that the oil tax is the main source of financing public expenditure, which exposes its public budget to instability and we know that this source is influenced by fluctuating oil prices. Our research shows also the absence of a clear and integrates strategy based on the rationalization of public expenditure in Algeria despite the role played by the decisions taken in order to minimize the importance of budget deficiency. Therefore, the research recommended the need to adopt a new economic policy away from the Rentier economy policy by varying sources of budget financing based on durable and stable resources, and the orientation towards rational and effective exploitation of the financial resources. This orientation must be accompanied by raising the efficiency of public expending, promoting transparency and activating the role of controlling expenditure by reviewing and developing control system. | ||
