| المستخلص: | باتت الاقتصادات المعاصرة تعنى بالتجارة الدولية عناية خاصة، سيما، بعد تعاظم تأثيرها في الدخل، والإنتاج، والاستثمار والاستهلاك،... إلخ. ومن باب آخر، فإن ما شهده المجتمع الدولي، على مدى العقود الثلاثة الماضية، من تحديات وأزمات سياسية واقتصادية وصحية وبيئية، ألزم تفاعلها، وما أسفرت عنه من آثار، حكومات عديدة بإعادة النظر فيما تنتهجه من سياسات وتطبقه من إجراءات. وبطبيعة الحال، استأثرت عملية ضبط السياسات التجارية بالقدر الأكبر من تلك الجهود؛ حيث لم يعد بالإمكان استغناء أي من الدول عن تصدير جزء من إنتاجها أو مواردها الطبيعية. علاوة على، تخليها عن التحكم فيما يرد إلى أسواقها من سلع ومنتجات قد تهدد صحة وسلامة مواطنيها أو أنظمتها الإيكولوجية. ولن يتسنى ذلك، إلا من خلال إدراك واع لدور المعايير البيئية في التجارة الدولية، وعلاقتها بالتنمية المستدامة. لذا، كان لابد من إن يتطرق البحث -إلى جانب دراسته للمعايير البيئية، وتحليله لأدوارها، وتقصيه حدود ارتباطها وتأثيرها في التجارة الدولية- لأحكام المنظمة العالمية للتجارة ذات الصلة وفى المقدمة منها، اتفاق الصحة والصحة النباتية، واتفاق العوائق النية أمام التجارة. Contemporary economies have begun to pay special attention to international trade, especially after its increasing impact on income, production, investment, consumption, etc. On the other hand, the political, economic, health and environmental challenges and crises that the international community has witnessed over the past three decades, the interaction of which and the resulting effects have forced many governments to reconsider the policies they pursue and the procedures they apply. Of course, the process of adjusting trade policies accounted for the largest part of these efforts. As it is no longer possible for any country to do without exporting part of its production or natural resources. In addition, it relinquishes control over the goods and products that enter its markets that may threaten the health and safety of its citizens or its ecosystems. This will not be possible except through a conscious awareness of the role of environmental standards in international trade and their relationship to sustainable development. Therefore, it was necessary for the research - in addition to studying environmental standards, analyzing their roles, and investigating the limits of their connection and impact on international trade - to the relevant provisions of the World Trade Organization, most notably the Sanitary and Phytosanitary Agreement, and the Agreement on Intentional Obstacles to Trade. |
