| 520 | |a التقدم السريع في العالم من خلال ثورة معلوماتية هائلة، هو أمر لفت انتباه علماء الإدارة إلى انتشار أداه جديده يمكن أن تدير المؤسسات والمنظمات الحكومية، وتخزن كل بياناتها ومعلوماتها. واسترجاعها في أي وقت بسهولة. تنامت الحاجة إلى الاستفادة من تلك الثورة المعلوماتية الهائلة في العالم والاستفادة منها في علوم الإدارة، وظهرت فكرة الإدارة الإلكترونية. الإدارة الإلكترونية هي انتفاضة هائلة وقفزة نوعية على المفاهيم البالية والنظريات والأساليب التقليدية التي تشجع الروتين، والمحسوبية والتسلط، والمغالاة وعقم وبطء الإجراءات، وضياع الوقت والمجهود، وكذا المعاناة من أضرار مركزية القرارات، وهي أمور أدمت جسد الإدارات القديمة، وتهدف الإدارة الإلكترونية إلي: - تقديم خدمة سهلة ومتقنة للمواطنين وإتاحة المعلومات بمنتهى الشفافية وتهيئة أساليب المتابعة والرقابة. - المساعدة على فتح باب التبادل المعلوماتي التقني بين جموع المواطنين. أدرك العالم حقيقة أن كفاءة الأداء الحكومي في أية دولة يتوقف على مدى كفاءة الإدارة في أداء الخدمات للمواطنين بسهولة ودقة. قيام الحكومة بتسهيل الإجراءات اليومية للمواطنين يرفع من روحهم المعنوية، وهو ما يشعر المواطن بحرص الدولة على رفع المعاناة عنه وحرصها على كرامته. الاستفادة من كل ما سبق لبناء نظام رقابي إلكتروني متطور يقدر على مكافحة الفساد من خلال بناء الثقافة التنظيمية لإنجاز العمل الرقابي لإنجاح كافة أعمال الرقابة الإلكترونية ومواجهة الفساد ومكافحته. وأخيرا إن الإدارة الإلكترونية إحدى العمليات المتطورة والحضارية وتطبيقها يضمن نجاح أسلوب الرقابة الإلكترونية في مكافحة الفساد. |b The rapid progress in the world through a massive information revolution is something that drew the attention of management scientists to the spread of a new tool that can manage institutions and government organizations and store all their data and information. The need to benefit from this huge information revolution in the world has grown and the idea of electronic management has emerged. Electronic management is a huge uprising and a qualitative leap over outdated concepts theories and traditional methods that encourage routine nepotism authoritarianism exaggeration wastage of time and effort and suffering from damage to central decisions which are matters that perpetuated the body of the old administration. The electronic administration aims to: provide an easy service to citizens provide information with the benefit of transparency establishes follow-up and control methods to eradicate corruption and facilitate the exchange of technical information between all citizens and facilitate the control process and applying the expected corruption methods. The world has realized the fact that the efficiency of any government performance depends on the efficiency of the administration in providing services to citizens easily and accurately and thus throwing at the face of bribery nepotism abuse of influence and waste of public money. The government's facilitating the daily procedures of citizens raises their morale and eliminates corruption. This is what makes the citizen feel the care of the state. Benefiting from all of the above to build an advanced electronic monitoring system to combating corruption by building an organizational culture to accomplish the supervisory work for the success of all electronic monitoring work and to confront and combat corruption. Finally electronic management is one of the advanced and civilized processes and its application ensures the success of the electronic control method in combating corruption. | ||
